Title: Wanted to file complaint against Scam Website owner but could not

My friend was victim of an MLM(netwiorking chain scheme) scam digideal2u.com. She went to file a complaint against the website owner but ended up registering complaint against her senior who was also a victim. We know that he was not aware that the website was scam/fraud but Police insisted that complaint could not be registered against the website owner and compelled to register complaint against the senior person in her network and told that he will be arrested once she files the complaint.
This means all the victims will file complaints against each other and then end up being arrested. Does this make sense?

Shouldn't we be allowed to file complaint against the person who is responsible/ the person we want to file complaint against?
I'd appreciate some help or suggestions what she should do.

Hi. Even I had faced the same situation but the only thing is, I was able to file a complaint and the person behind the racket in my city was arrested. I went to the cyber crime and they took it off from there (http://www.txattorneys.com/maritime-injury-and-death-offshore).
