Title: Being spammed by a person in the name of earning money and awards

I have received a set of highly persuasive images (of a person holding a trophy) and voice notes on WhatsApp by an unidentified person. He says I can earn money by installing an app called 'champcash' and his tone of voice is really annoying as he says "You will regret it later when others come to you telling about this application".
Under which act can I get him punished? Since this is an act of spamming and commercial messages sent for individual benefit of the sender being highly persuasive in nature. This person sent me pictures of himself out of no acquaintances or friendly relations. Please help me because I think this is a matter of fooling innocent people in the name of earning money for the benefit of oneself.

Your job is to give a written complaint to cyber cell of your city.

Rest they will take care

I faced the similar situation a couple of months ago with little difference. I was asked to approach the cyber cell of my city with a written statement. Since there was an equal amount of mistake on my part, I could not get the appropriate result from the cyber cell.
