In India, handcuffing is legally permitted only under exceptional circumstances\u2014such as when an accused has a history of fleeing custody or poses a credible threat to public safety.<\/p>\n<p>For example, a person arrested for armed robbery who previously escaped from jail may be handcuffed during transit; similarly, a prisoner being escorted to court amid intelligence of a planned attack may be restrained for security reasons.
