According to the <strong>UNODC Global Report on Trafficking in Persons (2023)<\/strong>, detected victims of trafficking rose by about <strong>25% in 2022<\/strong> compared with pre-pandemic levels in 2019, and children now make up around 38% of identified victims \u2014 a 31% increase in detected child victims since 2019; <a href=\"https:\/\/unis.unvienna.org\/unis\/pressrels\/2024\/uniscp1182.html\">UNODC, Global Report on Trafficking in Persons 2023 (Vienna, 2023), p. 12).<\/a>These findings reaffirm the Protocol\u2019s importance while highlighting persistent gaps in implementation, victim protection, and the need to address technology-driven exploitation.<\/p>\n<h2 id=\"the-foundation-context-and-purpose\"><span class=\"ez-toc-section\" id=\"The_Foundation_%E2%80%93_Context_and_Purpose\"><\/span>The Foundation \u2013 Context and Purpose<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>By the late 20th century, globalization and modern transport networks made it easier for organized crime groups to operate across borders. Human trafficking emerged as one of the fastest-growing illegal trades, while existing international laws lacked clarity and enforcement power.
