Ensuring a drone-free airspace is therefore a critical component of contemporary VVIP security planning.<\/p>\n<p><strong>Threat Assessment<\/strong><\/p>\n<p>Drones pose unique risks in VVIP environments due to their:<\/p>\n<ul>\n<li><strong>Low altitude operation<\/strong>, often below conventional radar coverage<\/li>\n<li><strong>Ease of availability and operation<\/strong>, including by non-state actors<\/li>\n<li><strong>Ability to carry payloads<\/strong>, such as cameras, explosives, or hazardous materials<\/li>\n<li><strong>Difficulty in attribution<\/strong>, as operators can remain concealed<\/li>\n<\/ul>\n<p>Threat scenarios may include aerial reconnaissance of security layouts, delivery of explosive devices, disruption of public order, or psychological intimidation.<\/p>\n<p><strong>Legal and Regulatory Framework<\/strong><\/p>\n<p>In India, drone operations are governed by the <strong>Drone Rules, 2021<\/strong>, along with notifications issued by the <strong>Ministry of Civil Aviation (MoCA)<\/strong> and <strong>DGCA<\/strong>.<\/p>\n<p>Key provisions relevant to VVIP security include:<\/p>\n<ul>\n<li>Declaration of <strong>No-Drone Zones<\/strong> around sensitive locations<\/li>\n<li>Temporary airspace restrictions (NOTAMs) during VVIP movements<\/li>\n<li>Prohibition of drone flights within specified perimeters without explicit authorization<\/li>\n<\/ul>\n<p>Strict enforcement of these legal provisions is essential during VVIP visits.<\/p>\n<p><strong>Preventive Measures<\/strong><\/p>\n<ol>\n<li><strong> Advance Planning and Airspace Control<\/strong><\/li>\n<\/ol>\n<ul>\n<li>Declaration of a <strong>Temporary No-Drone Zone<\/strong> covering the venue, routes, and buffer areas<\/li>\n<li>Coordination with <strong>civil aviation authorities, ATC, and local administration<\/strong><\/li>\n<li>Issuance of public advisories well in advance<\/li>\n<\/ul>\n<p><strong>Technological Counter-Drone Systems<\/strong><\/p>\n<ul>\n<li>Deployment of <strong>Counter-Unmanned Aircraft Systems (C-UAS)<\/strong> is a key deterrent. As drones become more advanced, security measures need to keep up by being smart, flexible, and tech-powered. He has attended Indian government sponsored specialized training in police and management matters in SVPNPA, Hyderabad, IIM, Ahmedabad and Singapore. He is the author of the books 'Police Investigation &amp; Allied Matters' and 'Alternative Dispute Resolution: Evolving Trends and Innovations' demonstrating his commitment to knowledge sharing within the law enforcement field. As an observer for the Election Commission of India, he has gained firsthand experience in conducting assembly elections and bye-elections in Uttar Pradesh, Rajasthan, Assam, Bihar, and Tripura (twice).
