While safety is a legitimate objective, the policy mandates continuous operation of headlights or running lights regardless of daylight, regional climate, or actual visibility conditions.<\/p><div In this context, a uniform, non-adaptive lighting mandate requires re-examination\u2014especially when technology-available, less intrusive alternatives exist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This article evaluates the AHO policy across five dimensions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fuel consumption<\/li>\n\n\n\n<li>Environmental impact<\/li>\n\n\n\n<li>Individual economy<\/li>\n\n\n\n<li>Human health<\/li>\n\n\n\n<li>Behavioural effects<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The analysis is grounded in Motor Vehicle law and comparative regulatory practice.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"statutory-regulatory-and-emission-norm-framework\"><span class=\"ez-toc-section\" id=\"Statutory_Regulatory_and_Emission-Norm_Framework\"><\/span>Statutory, Regulatory and Emission-Norm Framework<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"motor-vehicles-act-1988\"><span class=\"ez-toc-section\" id=\"21_Motor_Vehicles_Act_1988\"><\/span>2.1 Motor Vehicles Act, 1988<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The parent statute does not mandate continuous headlamp usage.
