cognizable offence\u2014an offence in which the police can investigate and, subject to statutory restrictions, arrest without prior court approval. It forms the basis for investigation and possible prosecution.<\/li>\n\n\n\n<li>An NCR, on the other hand, is a record of information relating to a non-cognizable offence, where the police cannot investigate or arrest without the permission of a Magistrate. They must first obtain an order from a Magistrate authorising investigation. In contrast, a Non-Cognizable Report (NCR) generally pertains to less serious offences, where arrest without warrant is not permitted.
