that legal scholars, policymakers, and ordinary citizens alike would do well to understand. At the centre of this shift sits a triangle of powers \u2014 the United States, Turkey, and Israel \u2014 whose interactions are raising profound questions not just of strategy, but of international law, sovereignty, and the rules-based order that governs relations between states.<\/p>\n\n\n\n<h2 id=\"h-the-f-35-question-and-the-laws-governing-arms-transfers\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_F-35_Question_and_the_Laws_Governing_Arms_Transfers\"><\/span>The F-35 Question and the Laws Governing Arms Transfers<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When the United States president publicly expressed willingness to supply F-35 fighter jets to Turkey, the announcement was received with alarm in Tel Aviv and with cautious optimism in Ankara. To the casual observer, this is a story about military hardware. To an international lawyer, it is something considerably more complex.<\/p>\n\n\n\n<h3 id=\"h-arms-trade-treaty-att\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Arms_Trade_Treaty_ATT\"><\/span>Arms Trade Treaty (ATT)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The ATT, effective since 2014, obligates signatory states to assess whether a proposed transfer could contribute to violations of international humanitarian law or human rights law.<\/li>\n\n\n\n<li>The United States signed but never ratified the ATT, meaning it is not legally bound, though diplomatic norms still apply.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-turkey-s-sanctions-and-legal-questions\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Turkeys_Sanctions_and_Legal_Questions\"><\/span>Turkey\u2019s Sanctions and Legal Questions<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Turkey&#8217;s purchase of Russian S-400 missile defence systems previously triggered US sanctions under the Countering America&#8217;s Adversaries Through Sanctions Act (CAATSA). Ceasefires, in international law, do not automatically translate into peace. One minister recently stated that once the Iranian challenge is addressed, Turkey&#8217;s ambitions to expand its regional influence will constitute a &#8220;real future threat&#8221; to Israel.
