The government has taken several initiatives to eliminate the practice of manual scavenging. Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993. It is the first Indian law that banned manual scavenging in the country.<\/p><div id=\"ez-toc-container\" class=\"ez-toc-v2_0_86 counter-hierarchy ez-toc-counter ez-toc-grey Ambedkar describes the caste system as a division of laborers. Even today, the caste system still exists in the country. Manual scavenging is performed by a specific caste that has existed since civilization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Division of laborers means the choice of occupation associated with the particular caste. According to this caste system, the occupation of cleaning is associated with the lower caste (scheduled caste). The Indian Constitution provides certain essential, basic, and inalienable fundamental rights to individuals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The right to live with dignity is a human right that is covered under Article 21 of the Indian Constitution. The states adopt this act under Article 252 (1) of the Indian Constitution.<\/p>\n\n\n\n<h3 id=\"h-employment-of-manual-scavengers-and-construction-of-dry-latrines-prohibition-act-1993\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Employment_of_Manual_Scavengers_and_Construction_of_Dry_Latrines_Prohibition_Act_1993\"><\/span>Employment of Manual Scavengers and Construction of Dry Latrines (Prohibition) Act, 1993<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Sec 3 of the abovementioned Act prohibits the engagement or employment of a person by any other person for manually carrying human excreta, constructing or maintaining a dry latrine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, the above-said provisions of Sec 3 do not take effect immediately. Can the absence of sanitary infrastructure ever justify the continuation of manual scavenging?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The inhuman practice of manual scavenging constitutes a grave violation of human rights and the right to live with human dignity. The prohibition of this inhuman practice should not depend on the availability of adequate facilities and infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also, the principle laid down in sec 3(2)(lll) is fundamentally flawed. Manual scavenging consistently endangers life and constitutes a violation of the right to health. This is not an environmental issue; it is a social issue. This practice requires complete annihilation.<\/p>\n\n\n\n<h3 id=\"h-limitations-of-the-1993-act\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Limitations_of_the_1993_Act\"><\/span>Limitations of the 1993 Act<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The above-mentioned law has substantial limitations and loopholes that make it ineffective.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>There is no provision for the rehabilitation of manual scavengers that exists in the 1993 Act.<\/li>\n\n\n\n<li>It was therefore replaced with the Prohibition of Employment as Manual Scavengers and their Rehabilitation Rules, 2013.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"h-prohibition-of-employment-as-manual-scavengers-and-their-rehabilitation-rules-2013\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Prohibition_of_Employment_as_Manual_Scavengers_and_Their_Rehabilitation_Rules_2013\"><\/span>Prohibition of Employment as Manual Scavengers and Their Rehabilitation Rules, 2013<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This Act is not only for the prohibition of employment as scavengers but also provides provisions related to the rehabilitation of manual scavengers and their families. It extends to the whole of India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The PEMSR ACT 2013 expanded the concept of manual scavenging to encompass the definition of hazardous cleaning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Act defines hazardous cleaning as the manual cleaning of sewer and septic tanks by an employee without protective gear and other safety devices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is an obligation for employers to provide safety gear and cleaning devices to employees.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sec 5 of the Act prohibits insanitary latrines and the employment and engagement of any person as a manual scavenger directly or indirectly by a person, agency, or any local authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Insanitary latrines shall be converted into sanitary latrines. It does not define safety devices and protective gears. The absence of effective enforcement and accountability of the officials of the Act.<\/p>\n\n\n\n<h2 id=\"h-national-commission-for-safai-karmacharis-ncsk\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"National_Commission_for_Safai_Karmacharis_NCSK\"><\/span>National Commission for Safai Karmacharis (NCSK)<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">It is the commission that monitors various related schemes, demolition of dry latrines, conversion of dry latrines into water-sealed latrines, and relief and rehabilitation of manual scavengers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NCSK is operating under the Ministry of Social Justice and Empowerment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to the NCSK annual report 2021\u20132022, after the enactment of the PEMSR ACT 2013, 14,505 manual scavengers were identified in the country in 2013. iv.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the survey conducted March\u2013September 2018, 42,303 manual scavengers were identified by the commission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Furthermore, the survey suffered significant limitations, as 18 states were selected for the survey. The survey was carried out in 178 districts, out of 718. vi<\/p>\n\n\n\n<h3 id=\"h-functions-of-the-ncsk\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Functions_of_the_NCSK\"><\/span>Functions of the NCSK<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The NCSK has the investigating grievance:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Taking Suo moto notice of problems of manual scavenging.<\/li>\n\n\n\n<li>Investigating complaints related to violation of rights of Safai Karmacharis.<\/li>\n\n\n\n<li>Non-payment of minimum wages.<\/li>\n\n\n\n<li>Harassment.<\/li>\n\n\n\n<li>Loans.<\/li>\n\n\n\n<li>Non-payment of sewer death compensation.<\/li>\n\n\n\n<li>Not providing safety gear.<\/li>\n\n\n\n<li>Other related grievances.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-manual-scavenging-health-and-safety-risks\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Manual_Scavenging_Health_and_Safety_Risks\"><\/span>Manual Scavenging: Health and Safety Risks<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Manual scavengers encounter occupational health and safety hazards, including physical injuries, respiratory problems, and limited access to sanitation facilities and clean water.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People who engage in the above-said activity die of asphyxiation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inhalation of gases like methane, hydrogen sulfide, and ammonia in manholes leads to instant death.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without life, rights don&#8217;t matter.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite the statutory prohibition on manual scavenging, according to the annual report 2021-2022 of NCSK, a total of 988 people have died who were engaged in or employed in hazardous cleaning (sewer deaths). vii<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>NCSK Statistics<\/th><th>Figures<\/th><\/tr><\/thead><tbody><tr><td>Manual scavengers identified in 2013<\/td><td>14,505<\/td><\/tr><tr><td>Manual scavengers identified in 2018 survey<\/td><td>42,303<\/td><\/tr><tr><td>States surveyed<\/td><td>18<\/td><\/tr><tr><td>Districts surveyed<\/td><td>178 out of 718<\/td><\/tr><tr><td>Reported sewer deaths (Annual Report 2021\u20132022)<\/td><td>988<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 id=\"h-limitations-of-the-ncsk\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Limitations_of_the_NCSK\"><\/span>Limitations of the NCSK<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The National Commission for Safai Karmacharis is a non-statutory body.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NCSK lacks independent legal backing. As an advisory body, it cannot compel compliance with its recommendations or take punitive action against defaulting authorities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government can dissolve it at any time via executive order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It cannot legally summon officials, mandate production of documents, or enforce the attendance of witnesses during investigation.<\/p>\n\n\n\n<h2 id=\"h-government-rehabilitation-schemes\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Government_Rehabilitation_Schemes\"><\/span>Government Rehabilitation Schemes<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Government of India also introduced some rehabilitation schemes, such as NAMASTE (the National Action for Mechanized Sanitation Ecosystem) and SRMS (self-employment scheme for rehabilitation of manual scavengers).<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Scheme<\/th><th>Objective<\/th><\/tr><\/thead><tbody><tr><td>NAMASTE<\/td><td>National Action for Mechanized Sanitation Ecosystem<\/td><\/tr><tr><td>SRMS<\/td><td>Self-employment scheme for rehabilitation of manual scavengers<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 id=\"h-what-is-the-right-to-live-with-dignity\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Is_the_Right_to_Live_with_Dignity\"><\/span>What Is the Right to Live with Dignity?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every human being has the right to live in dignity. Living in dignity is something that every state must make sure of: the person is not only surviving, but he has the right to food, he has the right to adequate housing, and he has the right to good health. Article 21 of the Indian Constitution guarantees the &#8220;protection of life and personal liberty&#8221; for all individuals.<\/p>\n\n\n\n<h2 id=\"h-article-21-right-to-life-and-personal-liberty\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Article_21_Right_to_Life_and_Personal_Liberty\"><\/span>Article 21: Right to Life and Personal Liberty<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">In the practice of manual scavenging, women gather human excreta from dry latrines across India&#8217;s towns and villages. They carry the waste on their head over a distance to dispose of it. Men use their bare hands to clean and scoop out filth from choked sewers, open drains, and manholes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These practices are explicit fundamental violations of Article 21 of the Constitution of India (right to live with dignity). The Supreme Court of India declared in its landmark judgment, <em>French Caroline Mullin versus The Administrator, Union Territory of Delhi<\/em>. Article 21 of the Constitution is not just about mere physical survival or animal existence. viii. The right encompasses the right to live with human dignity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is a recognized right by the Universal Declaration of Human Rights.<\/p>\n\n\n\n<h2 id=\"h-impact-of-manual-scavenging-on-human-dignity\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Impact_of_Manual_Scavenging_on_Human_Dignity\"><\/span>Impact of Manual Scavenging on Human Dignity<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">People engaged in manual scavenging have limited access to medical care facilities and housing facilities. They are just surviving.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">80 years after independence, the inhuman practice of manual scavenging continues in India.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Manual scavenging is caste-based violence.<\/li>\n\n\n\n<li>Manual scavenging is also a violation of Article 17 of the Indian Constitution.<\/li>\n\n\n\n<li>Article 17 of the Indian Constitution abolishes &#8220;untouchability&#8221; in all forms and forbids its practice.<\/li>\n\n\n\n<li>Article 23 states the prohibition of forced labor.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"h-constitutional-values-of-fraternity-and-human-dignity\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Constitutional_Values_of_Fraternity_and_Human_Dignity\"><\/span>Constitutional Values of Fraternity and Human Dignity<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The term &#8220;fraternity&#8221; enshrined in the preamble of the Indian Constitution is the foundation that guarantees human dignity by ensuring the people treat others with respect, without discrimination.<\/p>\n\n\n\n<h2 id=\"h-article-47-duty-of-the-state\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Article_47_Duty_of_the_State\"><\/span>Article 47: Duty of the State<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Article 47 in the Constitution of India: Duty of the State to raise the level of nutrition and the standard of living and to improve public health: The State shall regard the raising of the level of nutrition and the standard of living of its people and the improvement of public health as among its primary duties.<\/p>\n\n\n\n<h2 id=\"h-constitutional-provisions-related-to-human-dignity\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Constitutional_Provisions_Related_to_Human_Dignity\"><\/span>Constitutional Provisions Related to Human Dignity<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Constitutional Provision<\/th><th>Protection Provided<\/th><\/tr><\/thead><tbody><tr><td>Article 21<\/td><td>Protection of life and personal liberty, including the right to live with dignity.<\/td><\/tr><tr><td>Article 17<\/td><td>Abolishes untouchability in all forms and forbids its practice.<\/td><\/tr><tr><td>Article 23<\/td><td>Prohibits forced labor.<\/td><\/tr><tr><td>Preamble<\/td><td>Fraternity ensures dignity of the individual and promotes equality and respect.<\/td><\/tr><tr><td>Article 47<\/td><td>Directs the State to improve nutrition, the standard of living, and public health.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 id=\"h-continuing-challenge-of-manual-scavenging\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Continuing_Challenge_of_Manual_Scavenging\"><\/span>Continuing Challenge of Manual Scavenging<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Even though the Constitution of India provides several provisions, the dehumanizing practice of manual scavenging is continued in several parts of the country.<\/p>\n\n\n\n<h2 id=\"h-judicial-safeguards-for-the-dignity-of-manual-scavengers\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Judicial_Safeguards_for_the_Dignity_of_Manual_Scavengers\"><\/span>Judicial Safeguards for the Dignity of Manual Scavengers<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Indian judiciary has been instrumental in safeguarding the rights and dignity of manual scavengers. Many deaths happen every year due to gas poisoning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The significant judicial cases are:<\/p>\n\n\n\n<h3 id=\"h-delhi-jal-board-v-national-campaign-for-dignity-and-rights-of-scavengers-2011\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Delhi_Jal_Board_v_National_Campaign_for_Dignity_and_Rights_of_Scavengers_2011\"><\/span>Delhi Jal Board v. National Campaign for Dignity and Rights of Scavengers (2011)<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the above-mentioned case, the apex court pronounced a milestone decision. The court emphasized the constitutional responsibilities of the agencies for workers\u2019 safety and their rehabilitation. Sewer workers are entitled to free medical treatment. There were many other recommendations given by the court for the rehabilitation of workers.<\/p>\n\n\n\n<h3 id=\"h-safai-karmachari-andolan-v-union-of-india-2014-x\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Safai_Karmachari_Andolan_v_Union_of_India_2014x\"><\/span>Safai Karmachari Andolan v. Union of India (2014)<sup>x<\/sup><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In this judgment, the apex court recognized the practice of manual scavenging as an inhuman and dishonorable occupation. The court acknowledged manual scavenging as an infringement of fundamental rights, i.e., Articles 14, 17, 21 and 23 of the Indian Constitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The court has given, <em>inter alia<\/em>, the following directions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The apex court requires the identification of the families of all persons who have died in sewerage work (manholes, septic tanks) since 1993.<\/li>\n\n\n\n<li>Award compensation of Rs. 10 lakhs for each such death to the family members depending on them.<\/li>\n\n\n\n<li>The NCSK monitors the implementation of these directions issued by the apex court in the 2014 case.<\/li>\n\n\n\n<li>The case emphasized rehabilitation of manual scavengers.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-balram-singh-v-union-of-india-and-ors-xi\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Balram_Singh_v_Union_of_India_and_Orsxi\"><\/span>Balram Singh v. Union of India and Ors.<sup>xi<\/sup><span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Dr. Balram Singh filed a PIL on 31 January 2023. The case emphasized the complete elimination of manual scavenging and hazardous cleaning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The apex court gave directions for the proper enactment of the provisions of the PEMSR Act 2013 and to adopt mechanized methods for sewer cleaning and eradicating manual scavenging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Court made an excellent decision by increasing compensation for deaths caused by hazardous sewer and septic tank cleaning from 10 lakh to \u20b930 lakh.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Case<\/th><th>Year<\/th><th>Key Judicial Contribution<\/th><\/tr><\/thead><tbody><tr><td>Delhi Jal Board v. Union of India and Ors.<\/td><td>2023<\/td><td>Directed mechanization of sewer cleaning and enhanced compensation to \u20b930 lakh.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 id=\"h-towards-the-complete-eradication-of-manual-scavenging\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Towards_the_Complete_Eradication_of_Manual_Scavenging\"><\/span>Towards the Complete Eradication of Manual Scavenging<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Although the Government of India has taken several initiatives to prohibit or ban manual scavenging, such as legal or policy reforms, it is still carried out in India. However, several countries have effectively ended the practice of manual scavenging through the use of technology and stringent legislation. Modern technologies can save the lives of manual scavengers and end manual scavenging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Several Asian countries like Singapore, Japan, Malaysia, etc. have effectively solved the manual scavenging issue. The state government of Nagaland stated that there was no incident of employment of manual scavengers in the state.<sup>xii<\/sup><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should adopt these measures for the eradication of manual scavenging. Other states of India should adopt the principles followed by Nagaland.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government of India should ensure:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Time-bound rehabilitation with adequate financial assistance.<\/li>\n\n\n\n<li>Skill development programs (entrepreneurial skills).<\/li>\n\n\n\n<li>Guaranteed alternative employment to manual scavengers or their families.<\/li>\n\n\n\n<li>Proper training for Safai Karmacharis.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The limitation of 03 months given in section 10 of the PEMSR Act 2013 for filing complaints seems insufficient. Hence, it may be enhanced to at least one year.<\/p>\n\n\n\n<h3 id=\"h-robot-bandicoot-technology-xiii-to-eliminate-manual-scavenging\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Robot_Bandicoot_Technologyxiii_to_Eliminate_Manual_Scavenging\"><\/span>Robot Bandicoot Technology<sup>xiii<\/sup> to Eliminate Manual Scavenging<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The world&#8217;s first robotic scavenger (BANDICOOT) is designed and developed by Genrobotics, a national startup, for cleaning confined spaces like sewer manholes and provides a safer workspace for people engaged or employed in manual scavenging.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was initiated and supported at the national level by the Ministry of Housing and Urban Affairs through the Swachh Bharat Mission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The sewage cleaners should be given jobs to operate these machines. So, they don&#8217;t lose their jobs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India needs to use these robots and AI to replace jobs like manual scavenging. The Indian government needs to allocate more budget to science and research for our New India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Government of India makes efforts for mechanized cleaning of sewers and to eradicate human intervention in such cleaning. It is the responsibility of both the legislature and the judiciary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This issue is related to the caste system. India needs to annihilate the caste system to eradicate this issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even though the act of manual scavenging is banned in India under the PEMSCR Act 2013, these activities continue because of a lack of awareness.
