Conclusion<\/a><\/li><\/ul><\/nav><\/div>\n\n\n\n\n<p class=\"wp-block-paragraph\">The concept of Special Report cases is primarily an <strong>administrative mechanism<\/strong> adopted by State Police organisations through police manuals, standing orders, circulars, and departmental instructions. Although the <strong>Bharatiya Nagarik Suraksha Sanhita, 2023 (BNSS),<\/strong> does not specifically define an S.R. case, every investigation must still comply with the statutory provisions governing criminal investigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In <em>Babubhai v. State of Gujarat<\/em> (2010) 12 SCC 254, the Supreme Court held that a fair, transparent, and unbiased investigation is a constitutional mandate under Articles 20 and 21. Emphasising that fair investigation is fundamental to the rule of law, the Court ruled that tainted or one-sided probes violate due process and destroy the foundation of a fair trial.<\/p>\n\n\n\n<h2 id=\"h-objectives-of-declaring-an-s-r-case\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Objectives_of_Declaring_an_SR_Case\"><\/span>Objectives of Declaring an S.R.
