The deeper vulnerability can arise when the people standing behind him no longer appear capable of protecting him politically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For years, Modi appeared surrounded by power.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question now is whether that power remains politically transferable when the prime minister himself needs support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the essence of the <strong>\u201csecond-rung problem.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The leader may remain extraordinarily powerful, but the political system around him may become increasingly dependent on his personal authority.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And when the crisis reaches the top, there may be nobody else strong enough to carry it.<\/p>\n\n\n\n<h2 id=\"h-conclusion-strength-can-become-vulnerability\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion_Strength_Can_Become_Vulnerability\"><\/span>Conclusion: Strength Can Become Vulnerability<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The central argument is ultimately not about whether Narendra Modi is powerful.
