Most of these wires are made of copper because it conducts electricity efficiently, is durable, and resists corrosion. Due to its high market value, copper is often targeted by thieves. Section 5 \u2013 Penalty for Unlawful Possession<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">A person found in possession of telegraph wire must prove that it was obtained lawfully.<\/p>\n\n\n\n<h3 id=\"h-3-1-1-first-offense\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"311_First_Offense\"><\/span>3.1.1. Second or Subsequent Offence<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Imprisonment up to 5 years and fine.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Ordinarily, imprisonment should not be less than 2 years and a fine not less than \u20b92,000 unless the court records special reasons.<\/p>\n\n\n\n<h2 id=\"h-investigation-of-telegraph-wire-theft\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Investigation_of_Telegraph_Wire_Theft\"><\/span>Investigation of Telegraph Wire Theft<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When theft of telegraph wire is reported, the Investigating Officer (I.O.) should promptly visit the scene and collect evidence.<\/p>\n\n\n\n<h3 id=\"h-4-1-collection-of-control-samples\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"41_Collection_of_Control_Samples\"><\/span>4.1. Collection of Control Samples<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The I.O. should:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Collect the cut ends of wires remaining on poles.<\/li>\n\n\n\n<li>Preserve them as control samples.<\/li>\n\n\n\n<li>Bend the end cut by the I.O. to distinguish it from the original criminal cut.<\/li>\n\n\n\n<li>Protect the cut ends with cotton or similar material.<\/li>\n\n\n\n<li>Properly label, seal, and document the samples.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Telecommunication department personnel may also collect cut ends and hand them over to the police.<\/p>\n\n\n\n<h3 id=\"h-4-2-search-for-stolen-property-and-tools\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"42_Search_for_Stolen_Property_and_Tools\"><\/span>4.2. Search for Stolen Property and Tools<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The I.O. should search for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Stolen copper wire.<\/li>\n\n\n\n<li>Cutting tools such as pliers, cable cutters, or hacksaws.<\/li>\n\n\n\n<li>Vehicles used for transportation.<\/li>\n\n\n\n<li>Any other material connected with the theft.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">All recovered articles should be properly sealed and forwarded for forensic examination.<\/p>\n\n\n\n<h3 id=\"h-4-3-forensic-examination-of-copper-wires\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"43_Forensic_Examination_of_Copper_Wires\"><\/span>4.3. Forensic Examination of Copper Wires<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Scientific examination can help determine whether recovered wire originated from the stolen property.<\/p>\n\n\n\n<h3 id=\"h-physical-matching-of-cut-ends\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Physical_Matching_of_Cut_Ends\"><\/span>Physical Matching of Cut Ends<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">When a wire is cut irregularly, the cut ends from the scene, and the recovered wire may fit together like pieces of a puzzle.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A perfect physical fit strongly indicates that both pieces were once part of the same wire.<\/p>\n\n\n\n<h3 id=\"h-chemical-analysis\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Chemical_Analysis\"><\/span>Chemical Analysis<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Even high-purity copper contains small amounts of trace elements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These can be analyzed using:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Spectrographic Analysis<\/li>\n\n\n\n<li>Neutron Activation Analysis (NAA)<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Matching trace-element profiles may indicate a common source.<\/p>\n\n\n\n<h3 id=\"h-measurement-of-wire-gauge\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Measurement_of_Wire_Gauge\"><\/span>Measurement of Wire Gauge<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The diameter of the wire is measured using a:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Micrometer Screw Gauge<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Measurements are taken at several points and averaged.
