The two countries have agreed to advance discussions on an \u201cEarly and Substantial Harvest\u201d of boundary delimitation and border management, while simultaneously strengthening mechanisms designed to prevent misunderstandings and military confrontations along the Line of Actual Control (LAC).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is an important legal and diplomatic distinction that must not be lost in the excitement surrounding the announcement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India and China have not settled their boundary. China has not accepted India&#8217;s territorial claims. The western sector principally concerns Ladakh and Aksai Chin, while the eastern sector includes the long-standing dispute concerning Arunachal Pradesh. The middle sector, covering areas of Himachal Pradesh and Uttarakhand, has historically been regarded as comparatively less contentious.<\/p>\n\n\n\n<h3 id=\"h-the-line-of-actual-control\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Line_of_Actual_Control\"><\/span>The Line of Actual Control<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The Line of Actual Control is not, in itself, a finally demarcated international boundary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It represents the line up to which the two sides exercise actual control, although India and China have differing perceptions of portions of that line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction has enormous practical consequences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where two countries do not agree on the precise location of a boundary, even patrolling activity can sometimes produce confrontation. class=\"wp-block-paragraph\">Now, the two sides have expressly agreed to advance discussions on an early and substantial outcome relating to delimitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is diplomatically significant.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But diplomacy is not litigation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no
