Many already suffer from health problems, substance dependence or mental illness before entering prison. Overcrowding amplifies these vulnerabilities and makes it extremely difficult for authorities to uphold basic human rights standards.<\/p>\n\n\n\n<h2 id=\"h-causes-of-overcrowding\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Causes_Of_Overcrowding\"><\/span>Causes Of Overcrowding<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Contrary to popular belief, rising crime rates alone do not explain prison overcrowding. Japan maintains a low imprisonment rate (around 37 per 100,000) through careful case selection by prosecutors, extensive use of suspended sentences and probation, strong community-based corrections, and a cultural emphasis on rehabilitation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India, by contrast, lacks a robust aftercare system. Women and children in prison are particularly neglected when resources are stretched.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prison staff also suffer higher stress, greater risk of infection and increased exposure to violence, leading to higher attrition. Nearly eight out of ten prisoners are undertrials. Several states and Union Territories report occupancy rates well above 150%, with Uttarakhand, Uttar Pradesh and Delhi among the most severely affected.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In West Bengal, 60 correctional homes have a combined sanctioned capacity of 21,476. As of recent figures, the actual prisoner population stands at 27,490\u2014an occupancy rate of approximately 128%. Thirty-three correctional homes are overcrowded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dum Dum Central Correctional Home alone holds more than 3,600 inmates. Building more prisons alone will not solve the problem. Sustainable reduction requires a shift in criminal justice policy\u2014towards fewer unnecessary arrests, faster trials, wider use of non-custodial measures, and genuine investment in rehabilitation and aftercare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only when legislators, judges, police and prison administrators work with a shared understanding can overcrowding be brought under control.
