months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Section 29 of the Prisons Act, 1894, governs the physical conditions of solitary cells, requiring communication access with prison officers and daily medical visits for prisoners confined beyond 24 hours. State prison manuals, such as those of West Bengal, impose further procedural safeguards like punishment registers and ward-change documentation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Judicial solitary confinement requires a competent court\u2019s order, while administrative segregation under provisions like Section 32(1) of the West Bengal Correctional Services Act is permitted only for limited purposes and remains subject to constitutional scrutiny under Article 21.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This framework reflects India\u2019s attempt to balance prison discipline with constitutional protections, though concerns persist about misuse and compliance with international human rights standards.<\/p>\n\n\n\n<h2 id=\"h-historical-origins-of-solitary-confinement\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Historical_Origins_of_Solitary_Confinement\"><\/span>Historical Origins of Solitary Confinement<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The modern practice of solitary confinement traces its roots to the late 18th century, when Quakers in Pennsylvania promoted it as a supposedly reformative alternative to public corporal punishment. The Eastern State Penitentiary, opened in 1829 under the \u201cPennsylvania system,\u201d isolated prisoners in individual cells. Within a few years, high rates of mental breakdown were observed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Charles Dickens, after visiting a Philadelphia prison, described the system as \u201cimmeasurably worse than any torture of the body.\u201d In 1890 the United States Supreme Court noted the diminution of mental and physical faculties caused by solitary confinement. He has also completed Post Graduate Diplomas in Human Rights, Project Management, Corporate Management, Computer Application, Public Administration, Medical Law, Disaster Management, Fire Safety &amp; Hazards Management and Psychology. He has attended Indian government sponsored specialized training in police and management matters in SVPNPA, Hyderabad, IIM, Ahmedabad and Singapore. He is the author of the books 'Police Investigation &amp; Allied Matters' and 'Alternative Dispute Resolution: Evolving Trends and Innovations' demonstrating his commitment to knowledge sharing within the law enforcement field. As an observer for the Election Commission of India, he has gained firsthand experience in conducting assembly elections and bye-elections in Uttar Pradesh, Rajasthan, Assam, Bihar, and Tripura (twice).
