A sudden decision, such as stopping family visits or changing prison facilities without proper explanation, may then become the final trigger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The 2020 incident at Dum Dum Central Correctional Home in West Bengal is an important example. It showed how overcrowding, restrictions during the COVID-19 pandemic, delays in court proceedings, and dissatisfaction among undertrial prisoners could combine and lead to serious violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The lesson is simple: a safe prison cannot be created by force alone.
