Tarun Choudhury, Supreme Court Advocate | 25+ Years of Legal Experience<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">There is one question that has troubled me for a long time as a lawyer watching the India-China border dispute evolve:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Can two powerful nations disagree over territory and still build a relationship in which neither side has to fear the other?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I believe the answer is yes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is a condition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India and China cannot build lasting peace merely by asking each other to trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They must build a system in which trust can be verified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction may appear small.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could be the difference between another temporary understanding and a genuinely historic transformation of the India-China border.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Line of Actual Control has remained one of the most sensitive strategic frontiers in the world. India and China have already created a substantial framework of agreements and communication mechanisms over the years. The 1993 Agreement, for example, requires both sides to respect and observe the LAC pending a final settlement and provides mechanisms for consultation and addressing differing perceptions. The two countries have subsequently added further confidence-building and border-management arrangements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet experience has taught us something important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A treaty can tell countries what they should do. It cannot, by itself, guarantee that both countries will always agree about what actually happened on the ground.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that is where the real problem class=\"wp-block-list\">\n<li>Maps.<\/li>\n\n\n\n<li>Mountains.<\/li>\n\n\n\n<li>Patrolling.<\/li>\n\n\n\n<li>Roads.<\/li>\n\n\n\n<li>Posts.<\/li>\n\n\n\n<li>Troops.<\/li>\n\n\n\n<li>Infrastructure.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But I believe there is another problem underneath all of these.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a patrol encounters another patrol.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One side says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cWe did not cross the LAC.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The other side says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cYou crossed it.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a new road appears near a sensitive area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One side says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cIt is ordinary infrastructure.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The other says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cIt changes the security situation.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine troops move in an area.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One side calls it routine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The other sees preparation for escalation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who is immediately right?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And more importantly:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who decides what actually happened?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the answer is that each government independently decides, the dispute can become almost impossible to contain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The factual disagreement becomes a political disagreement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political disagreement becomes a national-security issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The national-security issue becomes a military confrontation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And once soldiers face each other, the space for calm legal reasoning becomes dangerously small.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why I believe that the next generation of India-China border agreements should concentrate on something that has not received enough attention:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A Permanent System for Establishing Facts.<\/strong><\/p>\n\n\n\n<h2 id=\"h-india-and-china-do-not-have-to-agree-on-everything\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"India_and_China_Do_Not_Have_to_Agree_on_Everything\"><\/span>India and China Do Not Have to Agree on Everything<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is perhaps the most important starting point of my proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should not be required to abandon its territorial position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China should not be required to abandon its territorial position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should not be asked to accept China&#8217;s maps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China should not be asked to accept India&#8217;s maps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither country should be required to concede sovereignty merely to create a mechanism for peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would make the proposal politically impossible before it even began.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, I propose something much more practical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India and China should agree:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We may disagree about sovereignty, but we should not allow our disagreement about sovereignty to prevent us from establishing what happened physically on the ground.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the foundation of what I call the:<\/p>\n\n\n\n<h3 id=\"h-india-china-mutual-border-trust-compact\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"India-China_Mutual_Border_Trust_Compact\"><\/span>India-China Mutual Border Trust Compact<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It is not designed to give India an advantage over China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not designed to give China an advantage over India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is designed around one principle:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Everything that protects India must equally protect China. Everything that constrains China must equally constrain India.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is a framework between equals.<\/p>\n\n\n\n<h2 id=\"h-the-question-i-would-put-before-both-governments\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Question_I_Would_Put_Before_Both_Governments\"><\/span>The Question I Would Put Before Both Governments<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">If I were sitting across the negotiating table from representatives of both countries, I would not begin by asking:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cWho is right about the entire boundary?\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That question may take years, perhaps decades, to resolve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would ask something much simpler:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cCan we agree that neither country should be surprised by a significant development along the border?\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">If the answer is yes, we have the beginning of a solution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because preventing surprise does not require either country to surrender sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires transparency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And transparency can be reciprocal.<\/p>\n\n\n\n<h2 id=\"h-my-proposal-from-border-suspicion-to-border-trust\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"My_Proposal_From_Border_Suspicion_to_Border_Trust\"><\/span>My Proposal: From Border Suspicion to Border Trust<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I propose that India and China establish permanent Border Trust Zones in carefully identified sensitive areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These would not be sovereignty zones.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They would not determine who owns the territory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They would simply identify areas where unusual military, infrastructure or other activity could create a serious risk of confrontation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Inside these zones, a new rule would apply:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>No significant physical change should occur without notification or immediate reporting under an emergency procedure.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is an important difference here.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Notification would not mean permission.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India would not need China&#8217;s permission to build legitimate infrastructure on its side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China would not need India&#8217;s permission to undertake legitimate activities on its side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But both countries would have a right to know about defined activities that could materially affect border stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is transparency without surrendering sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Also Read: <a href=\"https:\/\/www.legalservicesindia.com\/can-america-reform-the-supreme-court\/\" target=\"_blank\" rel=\"noopener\">Can America Reform the Supreme Court? class=\"wp-block-paragraph\">It would record, sector by sector:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>existing military positions;<\/li>\n\n\n\n<li>established patrolling arrangements;<\/li>\n\n\n\n<li>recognised infrastructure;<\/li>\n\n\n\n<li>border meeting points;<\/li>\n\n\n\n<li>civilian movement arrangements;<\/li>\n\n\n\n<li>significant roads and bridges;<\/li>\n\n\n\n<li>environmentally sensitive areas;<\/li>\n\n\n\n<li>existing communication arrangements;<\/li>\n\n\n\n<li>areas where the two countries have different perceptions of the LAC.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This record would not decide sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It would answer a different question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What existed when both countries agreed to begin the new system?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction is crucial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because without a baseline, every future disagreement becomes:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p project.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The Register would record:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>What happened?<\/strong><\/li>\n\n\n\n<li><strong>Where?<\/strong><\/li>\n\n\n\n<li><strong>When?<\/strong><\/li>\n\n\n\n<li><strong>What category of activity was it?<\/strong><\/li>\n\n\n\n<li><strong>Was notification required?<\/strong><\/li>\n\n\n\n<li><strong>Was notification given?<\/strong><\/li>\n\n\n\n<li><strong>Was the activity verified?<\/strong><\/li>\n\n\n\n<li><strong>What did both sides ultimately agree about the facts?<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This creates something that the India-China border dispute has desperately needed:<\/p>\n\n\n\n<p elements of my proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose a serious incident takes place.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What happens?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Today, there can be considerable scope for competing narratives, military communication and political interpretation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I propose a predefined:<\/p>\n\n\n\n<h3 id=\"h-72-hour-mutual-verification-rule\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"72-Hour_Mutual_Verification_Rule\"><\/span>72-Hour Mutual Legal Conclusions Later.<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As a lawyer, I consider this distinction fundamental.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose both sides agree that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A patrol was present;<\/li>\n\n\n\n<li>a structure was constructed;<\/li>\n\n\n\n<li>a vehicle crossed a particular location;<\/li>\n\n\n\n<li>an engineering activity occurred at a particular time.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But they disagree about whether that conduct violated the LAC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fine.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Record the facts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then take the legal disagreement to the appropriate diplomatic or boundary mechanism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We should not allow a disagreement over legal interpretation to contaminate the underlying factual record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is the principle I would call:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>\u201cFacts Before Conclusions.\u201d<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">It could transform the way future India-China border conflicts are handled.<\/p>\n\n\n\n<h2 id=\"h-the-two-key-principle\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Two-Key_Principle\"><\/span>The Two-Key Principle<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I would go one step further.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For significant incidents, neither country should become the sole judge of its own evidence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I propose a:<\/p>\n\n\n\n<h3 id=\"h-two-key-evidence-principle\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Two-Key_Evidence_Principle\"><\/span>Two-Key Evidence Principle<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Significant factual findings should, wherever practicable, be authenticated through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>one Indian verification component<\/li>\n\n\n\n<li>and<\/li>\n\n\n\n<li>one Chinese verification component.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Where physical access is impossible, mutually agreed technical evidence could be used.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This might include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>authenticated photographs;<\/li>\n\n\n\n<li>satellite-derived information;<\/li>\n\n\n\n<li>geospatial records;<\/li>\n\n\n\n<li>timestamped imagery;<\/li>\n\n\n\n<li>technical measurements;<\/li>\n\n\n\n<li>other mutually accepted evidence.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-important-safeguard-protecting-sensitive-intelligence\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Important_Safeguard_Protecting_Sensitive_Intelligence\"><\/span>Important Safeguard: Protecting Sensitive Intelligence<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">But there must be an important safeguard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This system must never become a back door for intelligence collection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should not have to reveal sensitive intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China should not have to reveal sensitive intelligence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only information necessary to determine the particular disputed fact should be disclosed.<\/p>\n\n\n\n<h2 id=\"h-the-india-china-border-evidence-vault\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_India-China_Border_Evidence_Vault\"><\/span>The India-China Border Evidence Vault<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I propose something even more ambitious.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The two countries should establish a secure:<\/p>\n\n\n\n<h3 id=\"h-india-china-border-evidence-vault\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"India-China_Border_Evidence_Vault\"><\/span>India-China Border Evidence Vault<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">There would be mirrored repositories maintained in India and China.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The factual records would carry secure authentication so that neither side could quietly rewrite the historical record.<\/p>\n\n\n\n<h3 id=\"h-why-is-this-important\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Why_Is_This_Important\"><\/span>Why Is This Important?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Because ten years from now, a new government should be able to ask:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cWhat happened in that incident?\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">And the answer should not depend entirely upon which country&#8217;s archives are being consulted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There should be an authenticated bilateral record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose is not to create a weapon against either country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is to create a common factual memory.<\/p>\n\n\n\n<h2 id=\"h-what-if-india-and-china-still-disagree\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_If_India_and_China_Still_Disagree\"><\/span>What If India and China Still Disagree?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">They will.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any realistic proposal must accept that.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, I propose the following:<\/p>\n\n\n\n<h3 id=\"h-permanent-disagreement-register\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Permanent_Disagreement_Register\"><\/span>Permanent Disagreement Register<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If the countries cannot agree, the disagreement should be formally recorded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should state:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>what India says;<\/li>\n\n\n\n<li>what China says;<\/li>\n\n\n\n<li>what evidence exists;<\/li>\n\n\n\n<li>What facts are agreed<\/li>\n\n\n\n<li>what facts remain disputed;<\/li>\n\n\n\n<li>what legal issue remains unresolved;<\/li>\n\n\n\n<li>Which mechanism will address it.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This is far healthier than pretending that every disagreement has been solved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes the most honest form of peace is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cWe still disagree, but we know exactly what we disagree about.\u201d<\/p>\n<\/blockquote>\n\n\n\n<h2 id=\"h-the-most-dangerous-word-in-a-border-crisis-intent\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Another problem is the rapid assumption of intent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One side sees movement and concludes:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cThey intend to attack.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The other side sees defensive preparation and reaches the opposite conclusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Intent is extremely difficult to establish in real time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, I propose another principle:<\/p>\n\n\n\n<h3 id=\"h-no-automatic-attribution\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"No_Automatic_Attribution\"><\/span>No Automatic Attribution<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Neither side should rush to publicly attribute hostile intent to the other side before the appropriate verification process has been activated, except where immediate security requirements make urgent communication necessary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This does not prevent either country from defending itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It does not prevent either country from warning its citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It simply creates a pause between:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cSomething happened.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">and<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cThe other country deliberately did it.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That pause can save lives.<\/p>\n\n\n\n<h2 id=\"h-pause-verify-resolve\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Pause_Verify_Resolve\"><\/span>Pause. Verify. Resolve.<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I would make this the operational motto of the Compact:<\/p>\n\n\n\n<h3 id=\"h-pause-verify-resolve-0\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"PAUSE_%E2%86%92_VERIFY_%E2%86%92_RESOLVE\"><\/span>PAUSE \u2192 VERIFY \u2192 RESOLVE<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">When a serious incident occurs:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>PAUSE<\/strong><br>Avoid actions that unnecessarily worsen the situation.<\/li>\n\n\n\n<li><strong>VERIFY<\/strong><br>Establish what happened.<\/li>\n\n\n\n<li><strong>RESOLVE<\/strong><br>Use the appropriate military, diplomatic or political mechanism.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This is not weakness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is disciplined statecraft.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A powerful country does not lose strength because it verifies before escalating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">On the contrary:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">The ability to control escalation is itself a form of national strength.<\/p>\n<\/blockquote>\n\n\n\n<h2 id=\"h-infrastructure-the-issue-we-cannot-ignore\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Infrastructure_The_Issue_We_Cannot_Ignore\"><\/span>Infrastructure: The Issue We Cannot Ignore<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The modern India-China border dispute is not only about soldiers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also about infrastructure.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Roads.<\/li>\n\n\n\n<li>Bridges.<\/li>\n\n\n\n<li>Airfields.<\/li>\n\n\n\n<li>Habitations.<\/li>\n\n\n\n<li>Communications.<\/li>\n\n\n\n<li>Logistics.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Infrastructure can improve civilian life.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can also change the military balance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, I would not propose banning border infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would be unrealistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India has legitimate reasons to develop its border areas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China has legitimate development and security interests in its frontier regions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, I propose:<\/p>\n\n\n\n<h3 id=\"h-reciprocal-infrastructure-transparency\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Reciprocal_Infrastructure_Transparency\"><\/span>Reciprocal Infrastructure Transparency<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Major projects falling within agreed sensitive categories should be notified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The notification need not reveal classified military details.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could simply communicate:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>general location;<\/li>\n\n\n\n<li>general nature of the project;<\/li>\n\n\n\n<li>approximate commencement;<\/li>\n\n\n\n<li>broad completion timetable;<\/li>\n\n\n\n<li>civilian or other general classification where appropriate.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Again:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Notification does not equal permission.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">It means:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cWe know what the other side is doing.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That alone can dramatically reduce miscalculation.<\/p>\n\n\n\n<h2 id=\"h-development-is-not-sovereignty\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Development_Is_Not_Sovereignty\"><\/span>Development Is Not Sovereignty<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction should also be made clear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A road does not automatically establish sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A village does not automatically establish sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A bridge does not automatically establish sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Infrastructure may have security consequences, but infrastructure itself should not automatically become a legal determination of territorial title.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This allows both countries to pursue legitimate development while keeping sovereignty questions within the proper diplomatic and legal framework.<\/p>\n\n\n\n<h2 id=\"h-a-border-peace-dividend\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"A_Border_Peace_Dividend\"><\/span>A Border Peace Dividend<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Here I propose something that I believe could make the Compact genuinely attractive to both countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peace should not be merely the absence of confrontation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peace should produce benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I call this the:<\/p>\n\n\n\n<h3 id=\"h-mutual-security-dividend\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Mutual_Security_Dividend\"><\/span>Mutual Security Dividend<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">If India and China demonstrate sustained compliance, both sides should progressively receive reciprocal benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example:<\/p>\n\n\n\n<h3 id=\"h-stage-one\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Stage_One\"><\/span>Stage One<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>More frequent military communication and hotline confidence-building measures.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The exact benefits would be negotiated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the principle is consequences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they should not automatically be punitive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective should be to restore stability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The response could progress through:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>clarification;<\/li>\n\n\n\n<li>corrective action;<\/li>\n\n\n\n<li>sector-level consultation;<\/li>\n\n\n\n<li>senior military consultation;<\/li>\n\n\n\n<li>diplomatic intervention;<\/li>\n\n\n\n<li>temporary suspension of a specific confidence-building benefit;<\/li>\n\n\n\n<li>negotiated remedial measures.<\/li>\n<\/ol>\n\n\n\n<h3 id=\"h-the-response-must-be\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" class=\"wp-block-paragraph\">There is another issue that rarely receives enough attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a local commander accidentally crosses a line.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If reporting the mistake immediately will create political embarrassment, the commander may hesitate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That hesitation could be dangerous.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the Compact should contain the following:<\/p>\n\n\n\n<h3 id=\"h-emergency-safe-harbour-principle\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Emergency_Safe_Harbour_Principle\"><\/span>Emergency Safe Harbour Principle<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Where an incident is:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>accidental;<\/li>\n\n\n\n<li>promptly reported;<\/li>\n\n\n\n<li>followed by cooperation;<\/li>\n\n\n\n<li>not accompanied by escalation;<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The act of reporting should not automatically be treated as proof of hostile intent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This creates an incentive for honesty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And in border management, early honesty can be more valuable than late diplomacy.<\/p>\n\n\n\n<h2 id=\"h-india-and-china-should-trust-the-system-before-they-trust-each-other\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"India_and_China_Should_Trust_the_System_Before_They_Trust_Each_Other\"><\/span>India and China Should Trust the System Before They Trust Each Other<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is perhaps the central idea behind my proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is unrealistic to expect two major powers with competing territorial claims to suddenly develop complete mutual trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But we can ask them to build trustworthy institutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Consider the difference.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first approach says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cTrust us.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The second says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cYou do not have to trust our word alone. Here is the verification mechanism.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The second approach is far stronger.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also more realistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My proposal therefore does not depend upon an assumption that India and China will suddenly stop distrusting each other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It accepts the existence of mistrust and builds institutions capable of managing it.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>\u201cThe strongest nation is not the one that is always ready for war; it is the one wise enough to prevent a misunderstanding from becoming one.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u2014 <strong>By Adv. Record;<\/li>\n\n\n\n<li>maintaining the Border Change Register;<\/li>\n\n\n\n<li>supervising verification;<\/li>\n\n\n\n<li>administering the Evidence Vault;<\/li>\n\n\n\n<li>maintaining the Trust Ledger;<\/li>\n\n\n\n<li>reviewing incidents;<\/li>\n\n\n\n<li>coordinating civilian mechanisms;<\/li>\n\n\n\n<li>supervising technical panels;<\/li>\n\n\n\n<li>preparing an annual Border Stability Report.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">It would not replace the Special Representatives mechanism.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The distinction should be class=\"wp-block-paragraph\">The system should operate at four levels.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table philosophy is simple:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Solve a small problem at the smallest appropriate infrastructure;<\/li>\n\n\n\n<li>weaken its defence;<\/li>\n\n\n\n<li>surrender intelligence;<\/li>\n\n\n\n<li>accept China&#8217;s interpretation of the LAC.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-nor-does-it-ask-china-to\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Nor_Does_It_Ask_China_to\"><\/span>Nor Does It Ask China to:<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>abandon its territorial claims;<\/li>\n\n\n\n<li>recognise India&#8217;s interpretation;<\/li>\n\n\n\n<li>surrender legitimate security interests;<\/li>\n\n\n\n<li>stop legitimate development;<\/li>\n\n\n\n<li>weaken its defence.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Neither side is asked to surrender sovereignty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither side is asked to accept defeat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither side is asked to pretend that the boundary question has disappeared.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, both are asked to do something much more practical:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Make the border predictable.<\/strong><\/p>\n\n\n\n<h2 id=\"h-the-final-boundary-question-must-remain-separate\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Final_Boundary_Question_Must_Remain_Separate\"><\/span>The Final Boundary Question Must Remain Separate<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is no reason why India and China cannot pursue two tracks simultaneously.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Track<\/th><th>Objective<\/th><\/tr><\/thead><tbody><tr><td>Track One<\/td><td>Keep the border peaceful and predictable.<\/td><\/tr><tr><td>Track Two<\/td><td>Continue negotiating the final boundary settlement.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Track One should not prejudice Track Two.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is legally and politically important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The final boundary question may be enormously complicated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Border stability cannot wait for its complete solution.<\/p>\n\n\n\n<h2 id=\"h-what-about-international-law\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_About_International_Law\"><\/span>What About International Law?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">International law must remain at the heart of the proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations Charter&#8217;s prohibition on the threat or use of force, together with the principles governing peaceful settlement of disputes, provides an important background framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the solution I propose is not based upon the unrealistic assumption that India can simply take the entire boundary question to an international court and obtain an immediate answer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The jurisdiction of international courts depends upon the applicable jurisdictional basis and the consent or declarations of the states concerned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India&#8217;s own declaration accepting the compulsory jurisdiction of the International Court of Justice contains reservations concerning, among other matters, disputes concerning the status of Indian territory, modification or delimitation of frontiers and boundary questions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the wiser strategy is not to build the proposal around an international adjudication that may not be available.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is to build a bilateral system consistent with international law and existing India-China mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is both more realistic and more likely to be accepted.<\/p>\n\n\n\n<h2 id=\"h-the-most-important-test-of-the-proposal\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Most_Important_Test_of_the_Proposal\"><\/span>The Most Important Test of the Proposal<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I would not judge this proposal by how impressive it sounds on paper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would ask a much harder question:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Would it still work on the worst day of an India-China border crisis?<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is the test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If an incident occurs at midnight, will commanders know whom to call?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the two sides disagree, will they know how evidence will be examined?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the public starts demanding retaliation, will there be a verification mechanism?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If infrastructure is disputed, is there a factual record?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the countries cannot agree, can the disagreement be recorded without escalation?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a commander makes an accidental mistake, is there an incentive to report it?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If both countries comply for five years, do they receive tangible benefits?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the answer to these questions is yes, then we have something more valuable than another political declaration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We have an institution.<\/strong><\/p>\n\n\n\n<h2 id=\"h-the-ten-year-vision\" class=\"wp-block-heading\"><span mechanisms.<\/li>\n\n\n\n<li>Increase civilian cooperation.<\/li>\n\n\n\n<li>Review the functioning of the boundary negotiation process.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">At ten years, India and China should ask:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Is the border safer, more predictable and less vulnerable to misunderstanding than it was ten years earlier?<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">If the answer is yes, the Compact will have succeeded.<\/p>\n\n\n\n<h2 id=\"h-my-central-argument\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"My_Central_Argument\"><\/span>My Central Argument<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">After examining the problem from a legal, strategic and practical perspective, I have reached a simple conclusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I do not believe the permanent answer to the India-China border dispute is another promise that both countries will \u201ctrust\u201d one another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nor do I believe the answer lies in creating a framework that secretly gives one country an advantage over the other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And I do not believe lasting peace can be built upon one side&#8217;s humiliation or the other&#8217;s victory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The better answer is to build a system where:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>India is protected by the rules.<\/li>\n\n\n\n<li>China is protected by the same rules.<\/li>\n\n\n\n<li>India verifies.<\/li>\n\n\n\n<li>China verifies.<\/li>\n\n\n\n<li>India receives information.<\/li>\n\n\n\n<li>China receives information.<\/li>\n\n\n\n<li>India benefits from compliance.<\/li>\n\n\n\n<li>China benefits from compliance.<\/li>\n\n\n\n<li>India faces consequences for a verified violation.<\/li>\n\n\n\n<li>China faces the same consequences for the same kind of violation.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That is equality.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is reciprocity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that is the foundation of durable trust.<\/p>\n\n\n\n<h2 id=\"h-the-idea-i-would-put-before-india-and-china\" class=\"wp-block-heading\"><span class=\"ez-toc-section\"
