BRICS represents one of the most significant platforms through which major emerging economies seek to coordinate their positions on economic, political, developmental, and international issues. Originally formed as BRIC, comprising Brazil, Russia, India, and China, the grouping later expanded with the inclusion of South Africa and, more recently, several additional members from Asia, Africa, and the Middle East. The expanded BRICS now consists of Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, the United Arab Emirates, Saudi Arabia, and Indonesia.<\/p><div id=\"ez-toc-container\" class=\"ez-toc-v2_0_87_1 counter-hierarchy ez-toc-counter ez-toc-grey ez-toc-container-direction\">\n<div class=\"ez-toc-title-container\">\n<p class=\"ez-toc-title\" style=\"cursor:inherit\">Table of Rather, it operates primarily through consultation, consensus-building, and cooperation among its members. Its activities are organized around three broad pillars:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Political and security cooperation;<\/li>\n\n\n\n<li>Economic and financial cooperation; and<\/li>\n\n\n\n<li>Cultural and people-to-people cooperation.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The grouping does not possess a binding treaty structure comparable to organizations such as the European Union. Instead, its decisions are generally expressed through declarations, agreements, initiatives, and institutional mechanisms agreed upon through diplomatic negotiation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The principal objective of BRICS is to strengthen cooperation among emerging economies while advocating a more representative and equitable international order. It seeks greater participation of developing countries in institutions such as the United Nations, the International Monetary Fund, and the World Bank, while also promoting economic cooperation, sustainable development, technological advancement, and South-South cooperation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BRICS meetings therefore serve as a platform where heads of government, ministers, diplomats, experts, businesses, and other stakeholders discuss shared concerns. The annual summit represents the highest political level of this process, while ministerial meetings and specialized working groups continue discussions throughout the year. In 2026, India\u2019s presidency attempted to translate this framework into a more practical and development-oriented agenda.<\/p>\n\n\n\n<h2 id=\"h-brics-summit-2026-the-new-delhi-declaration\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"BRICS_Summit_2026_The_New_Delhi_Declaration\"><\/span>BRICS Summit 2026: The New Delhi Declaration<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 18th BRICS Summit, hosted by India in New Delhi on 12 and 13 September 2026, was conducted under the theme \u201cBuilding for Resilience, Innovation, Cooperation, and Sustainability.\u201d The Summit assumed particular importance because it marked two decades of BRICS cooperation and took place at a time characterized by geopolitical tensions, tariff disputes, economic uncertainty, and growing pressure on the existing multilateral order.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central outcome of the summit was the adoption of the New Delhi Declaration. Rather than focusing exclusively on economic cooperation, the Declaration addressed a broad range of issues, including international law, global governance, trade, terrorism, technology, health, agriculture, education, space cooperation, and sustainable development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Declaration reaffirmed principles such as sovereign equality, mutual respect, consensus, inclusiveness, international cooperation, and adherence to the UN Charter. This emphasis is legally significant because BRICS increasingly seeks to present itself not as an alternative to the existing international system but as an instrument for reforming and democratising it.<\/p>\n\n\n\n<h2 id=\"h-reform-of-global-governance\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Reform_of_Global_Governance\"><\/span>Reform of Global Governance<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One of the most important themes of the summit was the demand for a more representative international order. BRICS members argued that the existing global institutional architecture does not adequately reflect the economic and political realities of the contemporary world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Particular emphasis was placed on reform of the United Nations Security Council and greater representation of emerging and developing countries in international decision-making. India&#8217;s and Brazil&#8217;s aspirations for a greater role within the UN system received support from China and Russia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From a legal perspective, this issue raises important questions regarding the distribution of institutional power in international law. The BRICS position is that legitimacy in global governance should correspond more closely with contemporary geopolitical realities rather than structures largely inherited from the post-Second World War period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Summit therefore represented an effort by the Global South to move from being primarily \u201crule-takers\u201d to \u201crule-shapers.\u201d This does not necessarily mean rejecting international institutions; rather, it reflects a demand for greater participation in determining the rules under which those institutions operate.<\/p>\n\n\n\n<h2 id=\"h-trade-and-economic-diplomacy\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Trade_and_Economic_Diplomacy\"><\/span>Trade and Economic Diplomacy<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Trade was another major component of the New Delhi Declaration. BRICS expressed concern regarding unilateral tariffs, restrictive trade measures, and economic sanctions imposed outside established multilateral mechanisms. The grouping reaffirmed its support for a rules-based international trading system with the World Trade Organization at its center.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The economic agenda also focused on strengthening global value chains, improving regional integration, diversifying economies, and developing physical as well as digital infrastructure. Such measures are intended to make BRICS economies more resilient against disruptions in global markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another important aspect was cooperation in facilitating cross-border transactions using national currencies. However, the Summit did not establish a common BRICS currency. Instead, members continued to explore mechanisms that could make transactions in local currencies more efficient, thereby reducing dependence on a single dominant currency without creating a rigid alternative monetary system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This cautious approach reflects the diplomatic reality within BRICS. Although members share an interest in greater financial autonomy, their economic structures, monetary policies, and geopolitical priorities remain considerably different.<\/p>\n\n\n\n<h2 id=\"h-technology-artificial-intelligence-and-innovation\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Technology_Artificial_Intelligence_and_Innovation\"><\/span>Technology, Artificial Intelligence, and Innovation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Technology emerged as an increasingly important component of BRICS cooperation. The grouping recognized that artificial intelligence and emerging technologies are likely to influence economic development, governance, and social welfare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cooperation in areas such as artificial intelligence, digital public infrastructure, scientific research, and technological innovation reflects an attempt to prevent developing economies from becoming merely consumers of technology developed elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed BRICS Science and Research Repository is particularly relevant because it seeks to facilitate knowledge-sharing while respecting domestic laws, data protection requirements, and intellectual property rights. This balance between technological openness and legal safeguards will become increasingly important as cross-border digital cooperation expands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The broader technological agenda also demonstrates that future international diplomacy will not be limited to traditional political or military issues. Questions concerning data, AI governance, intellectual property, and digital infrastructure are increasingly becoming matters of international policy and law.<\/p>\n\n\n\n<h2 id=\"h-sectoral-cooperation-agriculture-health-education-and-space\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Sectoral_Cooperation_Agriculture_Health_Education_and_Space\"><\/span>Sectoral Cooperation: Agriculture, Health, Education, and Space<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 2026 Summit also adopted several practical initiatives directed towards human development.<\/p>\n\n\n\n<h3 id=\"h-agriculture-and-food-security\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Agriculture_and_Food_Security\"><\/span>Agriculture and Food Security<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In agriculture, BRICS promoted cooperation in agroecology, regenerative agriculture, and digital agriculture, linking food security with climate resilience and technological innovation. Such cooperation is particularly significant for developing economies vulnerable to climate change and agricultural instability.<\/p>\n\n\n\n<h3 id=\"h-healthcare-cooperation\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Healthcare_Cooperation\"><\/span>Healthcare Cooperation<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Healthcare cooperation was strengthened through support for a network of mental health training hubs and Centres of Excellence, with India&#8217;s National Institute of Mental Health and Neuro Sciences (NIMHANS) playing a coordinating role. This indicates an increasing recognition that development cannot be measured solely through economic indicators.<\/p>\n\n\n\n<h3 id=\"h-education-cooperation\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Education_Cooperation\"><\/span>Education Cooperation<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Education was another priority. BRICS encouraged cooperation in early childhood care and education, foundational literacy and numeracy, and technical and vocational education and training. The grouping also encouraged greater recognition of traditional, indigenous, and local knowledge systems.<\/p>\n\n\n\n<h3 id=\"h-space-cooperation\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Space_Cooperation\"><\/span>Space Cooperation<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Space cooperation was similarly expanded through progress concerning the BRICS Remote Sensing Satellite Constellation and discussions surrounding a BRICS Space Council. Cooperation in satellite technology, earth observation, and space sustainability could provide developing countries with greater access to scientific information concerning agriculture, climate change, and disaster management.<\/p>\n\n\n\n<h2 id=\"h-security-terrorism-and-diplomatic-balancing\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Security_Terrorism_and_Diplomatic_Balancing\"><\/span>Security, Terrorism, and Diplomatic Balancing<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The security dimension of the Summit demonstrated both the potential and limitations of BRICS diplomacy. The Declaration strongly condemned terrorism and specifically referred to the 22 April 2025 terrorist attack in Pahalgam, in which 26 people were killed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, BRICS had to navigate significant differences among its members concerning ongoing geopolitical conflicts. The presence of countries with competing strategic interests made consensus difficult. The final language consequently relied heavily on diplomatic formulations emphasizing restraint, dialogue, sovereignty, and international law rather than directly assigning responsibility to individual states in every contentious situation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This diplomatic balancing is one of the defining characteristics of BRICS. Its members do not share identical political systems, strategic priorities, or foreign-policy objectives. India maintains important relationships with both Western countries and Russia; China and India remain strategic competitors despite expanding dialogue; and the inclusion of Iran and the UAE introduces further complexity into the grouping&#8217;s West Asian diplomacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The successful adoption of a common declaration despite these differences therefore represented a diplomatic achievement in itself.<\/p>\n\n\n\n<h2 id=\"h-india-s-diplomatic-role-and-the-expected-outcomes\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Indias_Diplomatic_Role_and_the_Expected_Outcomes\"><\/span>India\u2019s Diplomatic Role and the Expected Outcomes<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">India&#8217;s presidency placed considerable emphasis on human development, institutional reform, practical cooperation and the interests of the Global South. The proposal for a BRICS Continuity and Implementation Mechanism was particularly important because declarations have limited value if they are not followed by institutional implementation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed mechanism, operating through the BRICS Troika, could improve continuity between successive presidencies and ensure that initiatives do not lose momentum when leadership changes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed Seafarers\u2019 Emergency Support Network also reflected India&#8217;s attempt to introduce practical initiatives into the BRICS agenda. Similar efforts in agriculture, mental health, digital technology, education, and space cooperation demonstrate a movement towards issue-based cooperation rather than merely issuing broad political statements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The long-term outcome of the summit will therefore depend on implementation. If the proposed mechanisms produce measurable cooperation, BRICS could strengthen its credibility as an effective platform for the Global South. Conversely, if declarations remain largely aspirational, questions regarding the grouping&#8217;s institutional effectiveness will continue.<\/p>\n\n\n\n<h2 id=\"h-conclusion\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Conclusion\"><\/span>Conclusion<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 18th BRICS Summit in New Delhi represents an important development in the continuing transformation of global governance. The Summit demonstrated that BRICS is no longer confined to economic cooperation but has evolved into a wider platform addressing international law, institutional reform, trade, technology, security, sustainability, and human development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its greatest strength lies in its ability to bring together countries with different political and strategic interests around broad principles of sovereignty, equality, and cooperation. At the same time, these differences constitute its principal limitation, particularly when members are required to respond collectively to highly sensitive geopolitical crises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The New Delhi Declaration should therefore be understood not merely as a diplomatic document but as an indication of the direction in which emerging economies seek to shape the international order. Its emphasis on institutional reform, greater representation, technological cooperation, and sustainable development reflects a broader demand for a more inclusive system of global decision-making.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For India, the Summit provided an opportunity to demonstrate diplomatic leadership and to position the Global South as an active participant in shaping international norms. For BRICS as a whole, the challenge now lies in converting consensus into implementation, declarations into institutions, and cooperation into tangible outcomes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ultimately, the significance of BRICS 2026 will not be determined solely by the number of initiatives announced in New Delhi.
