But behind every one of those words are ordinary human beings.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A Saudi family wants to know whether it is safe to sleep at night.<\/li>\n\n\n\n<li>A Yemeni family wants to know whether its home will still be standing in the morning.<\/li>\n\n\n\n<li>A seafarer crossing the Red Sea wants to return to his family.<\/li>\n\n\n\n<li>A Yemeni worker wants a salary instead of another promise.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">And somewhere beneath all the political arguments is a simple human desire:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>People want their lives back.<\/strong><\/p>\n\n\n\n<h2 id=\"h-the-present-crisis-has-become-particularly-dangerous\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Present_Crisis_Has_Become_Particularly_Dangerous\"><\/span>The Present Crisis Has Become Particularly Dangerous<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The present crisis has become particularly dangerous. The United Nations has warned of renewed large-scale conflict, while fighting and attacks have increasingly affected Yemen&#8217;s western coast and the approaches to Bab el-Mandeb. Cross-border attacks and humanitarian pressures have added to the danger. At the same time, attacks on commercial shipping have turned the Red Sea into a matter of international concern because the consequences reach far beyond Yemen and Saudi Arabia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But I do not believe that another cycle of military escalation can provide a lasting answer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nor do I believe that a peace agreement can simply begin with the words:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Trust each other.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That would be asking human beings to do something that years of conflict have made extraordinarily difficult.<\/p>\n\n\n\n<h2 id=\"h-what-if-peace-did-not-require-trust-at-the-beginning\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_If_Peace_Did_Not_Require_Trust_at_the_Beginning\"><\/span>What If Peace Did Not Require Trust at the Beginning?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">So I began with a different question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What if peace did not require trust at the beginning?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What if it required something more practical?<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reciprocity.<\/li>\n\n\n\n<li>Verification.<\/li>\n\n\n\n<li>Accountability.<\/li>\n\n\n\n<li>Incentives to continue.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That thought led me to what I call the <strong>AMAN Framework<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aman means safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And safety, in my view, is where this peace process must begin.<\/p>\n\n\n\n<h2 id=\"h-the-conflict-is-not-simply-saudi-arabia-versus-yemen\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Conflict_Is_Not_Simply_Saudi_Arabia_Versus_Yemen\"><\/span>The Conflict Is Not Simply Saudi Arabia Versus Yemen<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One of the first mistakes we can make is to describe this as a straightforward war between two countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yemen itself is politically and militarily fragmented. Ansar Allah\/Houthi authorities control substantial territory and possess significant military capabilities, while internationally recognized Yemeni authorities and other political, regional, and local actors remain part of the wider conflict.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So I see three overlapping conflicts.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Conflict<\/th><th>Core Issue<\/th><\/tr><\/thead><tbody><tr><td><strong>Saudi Arabia&#8217;s Security Problem<\/strong><\/td><td>The threat posed by armed attacks emanating from Yemen.<\/td><\/tr><tr><td><strong>Yemen&#8217;s Internal Conflict<\/strong><\/td><td>Yemenis disagreeing with Yemenis about governance, political authority, and the country&#8217;s future.<\/td><\/tr><tr><td><strong>The Red Sea Problem<\/strong><\/td><td>Regional confrontation affecting international maritime security and global commerce.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Any serious peace architecture has to recognize all three.<\/p>\n\n\n\n<h2 id=\"h-a-ceasefire-is-not-peace\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"A_Ceasefire_Is_Not_Peace\"><\/span>A Ceasefire Is Not Peace<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A ceasefire may reduce violence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But a ceasefire alone is not peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A ceasefire is the door through which peace must enter.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations&#8217; experience after the 2022 truce illustrates this distinction. Violence was significantly reduced, and practical improvements followed, but the political process needed to transform that reduction in violence into a comprehensive settlement did not fully mature.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is an important lesson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We should not repeat the mistake of treating temporary calm as the destination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It is only the beginning.<\/strong><\/p>\n\n\n\n<h2 id=\"h-the-human-mind-is-another-battlefield\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Human_Mind_Is_Another_Battlefield\"><\/span>The Human Mind Is Another Battlefield<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">When diplomats discuss Yemen, they naturally discuss territory, missiles, drones, ports, oil, and shipping lanes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All of these are important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is another battlefield that rarely appears on a map.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The human mind.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine being a Saudi parent living with the fear of another cross-border attack.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is not complicated:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;If we reduce military pressure, what prevents another attack?&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Now imagine being a Yemeni parent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question may be equally simple:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;If another agreement is signed, will the fighting really stop\u2014or will our lives once again be decided by forces outside our control?&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">These fears cannot be negotiated away with speeches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They have to be built into the architecture of the agreement itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why I do not propose beginning with trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I propose beginning with a mechanism that allows both sides to say:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;I do not have to trust you. I have to trust the system that verifies what you do.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction may be the key to unlocking the door.<\/p>\n\n\n\n<h2 id=\"h-what-saudi-arabia-needs-to-hear\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Saudi_Arabia_Needs_to_Hear\"><\/span>What Saudi Arabia Needs to Hear<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For Saudi Arabia, the question of Yemen is not merely geopolitical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At its most basic level, it is a question of security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Saudi Arabia reduces military pressure, what guarantees that its territory and critical infrastructure will not become more vulnerable?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer cannot simply be<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Trust the other side.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A more realistic answer is<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;You do not have to trust the other side. You have to trust the verification mechanism.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That means any agreement must contain:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Reciprocal security assurances.<\/li>\n\n\n\n<li>Protection for civilian infrastructure.<\/li>\n\n\n\n<li>An emergency communication channel.<\/li>\n\n\n\n<li>Independent investigation of incidents.<\/li>\n\n\n\n<li>Agreed consequences for verified violations.<\/li>\n\n\n\n<li>The continued ability to protect civilians through lawful defensive measures.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Saudi Arabia must be able to tell its citizens:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">We did not abandon security. We created a different mechanism for achieving it.<\/p>\n<\/blockquote>\n\n\n\n<h2 id=\"h-and-what-yemen-needs-to-hear\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"And_What_Yemen_Needs_to_Hear\"><\/span>And What Yemen Needs to Hear<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The psychological equation in Yemen is different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Years of war have created distrust, fragmentation, and economic exhaustion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A peace proposal that sounds like a declaration of victory over Yemen will inevitably create resistance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The message has to be different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Peace is not surrender.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yemen&#8217;s political future cannot simply be dictated from outside Yemen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That does not mean every faction gets a veto.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It means that the eventual political settlement must belong to Yemenis.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations has repeatedly emphasized the need for an inclusive, Yemeni-owned political process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That principle should be at the heart of the settlement.<\/p>\n\n\n\n<h2 id=\"h-there-is-also-a-palestinian-dimension\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"There_Is_Also_a_Palestinian_Dimension\"><\/span>There Is Also a Palestinian Dimension<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is another reality that cannot simply be ignored.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Houthi movement has linked its Red Sea actions to the Palestinian cause. Whether one agrees with that strategy or not, the issue has political and emotional significance for its supporters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A serious peace strategy cannot simply tell people:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Stop caring about Palestine.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is unlikely to work.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A more realistic approach is to separate the cause from the method.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yemen can support Palestinian humanitarian rights and international-law principles through diplomacy, humanitarian assistance, and international institutions without making Yemeni civilians bear the cost of another regional war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is not abandoning a political position.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is changing the means through which that position is pursued.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And sometimes, meaningful compromise is precisely that.<\/p>\n\n\n\n<h2 id=\"h-this-is-where-aman-begins\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"This_Is_Where_Aman_Begins\"><\/span>This Is Where Aman Begins<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I call the proposed system the<\/p>\n\n\n\n<h2 id=\"h-aman-framework\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Aman_Framework\"><\/span>Aman Framework<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The word itself is important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It means safety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But it also describes the four pillars of the proposal.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Letter<\/th><th>Pillar<\/th><th>Meaning<\/th><\/tr><\/thead><tbody><tr><td><strong>A<\/strong><\/td><td><strong>Assurance<\/strong><\/td><td>Both sides receive meaningful security assurances.<\/td><\/tr><tr><td><strong>M<\/strong><\/td><td><strong>Mutual Restraint<\/strong><\/td><td>Neither side is required to stop first.<\/td><\/tr><tr><td><strong>A<\/strong><\/td><td><strong>Accountability<\/strong><\/td><td>Violations are independently verified.<\/td><\/tr><tr><td><strong>N<\/strong><\/td><td><strong>Normalization<\/strong><\/td><td>As violence declines, humanitarian, economic, maritime, and political normalization gradually expands.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The philosophy is deliberately simple:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Do not build the first stage of peace on trust. The UN already has mechanisms involving military representatives from the Saudi-led Joint Forces Command, Ansar Allah, and the Yemeni government, including a Military Coordination Committee identified as a channel for de-escalation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes diplomacy does not need another institution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It needs the courage to use the institutions that already exist.<\/strong><\/p>\n\n\n\n<h2 id=\"h-aman-30-thirty-days-to-prove-that-restraint-works\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" objective would not be to pretend that peace has suddenly arrived.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective would be to answer one practical question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Can restraint work?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Five indicators could be monitored:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Cross-border attacks.<\/li>\n\n\n\n<li>Attacks against commercial shipping.<\/li>\n\n\n\n<li>Attacks against civilian infrastructure.<\/li>\n\n\n\n<li>Humanitarian access.<\/li>\n\n\n\n<li>Compliance with the verification mechanism.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">At the end of those thirty days, the parties would have something that diplomatic declarations often lack:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Evidence.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not rhetoric.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not propaganda.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Evidence.<\/strong><\/p>\n\n\n\n<h2 id=\"h-replace-trust-with-verification\" Arabia has violated the agreement.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Each side believes its own information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither believes the other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the ceasefire begins to unravel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AMAN attempts to break that cycle through an:<\/p>\n\n\n\n<h3 id=\"h-independent-verification-cell\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Independent_Verification_Cell\"><\/span>Independent Verification Cell<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Using appropriate and lawful sources\u2014including satellite imagery, maritime AIS information, radar data, verified incident reports, port information, photographic evidence, and independently corroborated information\u2014the mechanism would seek to establish one factual record.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;Saudi Arabia says&#8230;&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Not:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;The Houthis say&#8230;&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">But:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>&#8220;The verification mechanism has determined&#8230;&#8221;<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is a profound difference.<\/p>\n\n\n\n<h2 id=\"h-green-amber-and-red\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Green_Amber_and_Red\"><\/span>Green, Amber, and Red<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Every alleged violation should fall into one of three categories.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table trigger for military retaliation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The principle is simple:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An allegation is not yet a fact.<\/strong><\/p>\n\n\n\n<h2 id=\"h-take-commercial-shipping-out-of-the-war\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Take_Commercial_Shipping_Out_of_the_War\"><\/span>Take especially firm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Commercial shipping must not become a bargaining chip.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Red Sea is not merely a regional waterway. It is an international commercial artery.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The IMO has warned that attacks on shipping threaten seafarers and global supply chains, and recent attacks have resulted in seafarer deaths.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I therefore propose the following:<\/p>\n\n\n\n<h3 id=\"h-red-sea-civilian-maritime-safety-compact\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Red_Sea_Civilian_Maritime_Safety_Compact\"><\/span>Red Sea Civilian Maritime Safety Compact<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The parties should commit to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>No deliberate attacks on merchant vessels.<\/li>\n\n\n\n<li>No deliberate attacks on humanitarian vessels.<\/li>\n\n\n\n<li>No arbitrary seizure of civilian ships.<\/li>\n\n\n\n<li>No deliberate interference with civilian navigation.<\/li>\n\n\n\n<li>No deployment of new maritime mines within protected civilian corridors.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The existing maritime-security infrastructure involving Yemen could be connected directly to the wider peace-verification system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The Red Sea should not become another battlefield.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>It should become one of the first places where the peace can be measured.<\/strong><\/p>\n\n\n\n<h2 id=\"h-protect-civilian-infrastructure\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Protect_Civilian_Infrastructure\"><\/span>Protect Civilian Infrastructure<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Any agreement should establish an explicit protected civilian list.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Hospitals.<\/li>\n\n\n\n<li>Medical facilities.<\/li>\n\n\n\n<li>Airports.<\/li>\n\n\n\n<li>Schools.<\/li>\n\n\n\n<li>Water systems.<\/li>\n\n\n\n<li>Desalination plants.<\/li>\n\n\n\n<li>Electricity infrastructure.<\/li>\n\n\n\n<li>Food-storage facilities.<\/li>\n\n\n\n<li>Humanitarian facilities.<\/li>\n\n\n\n<li>Civilian ports.<\/li>\n\n\n\n<li>Merchant vessels.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Political disagreements may continue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Military calculations may continue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But civilians should not remain on the battlefield.<\/p>\n\n\n\n<h2 id=\"h-the-clause-that-may-save-the-agreement-no-humiliation\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Clause_That_May_Save_the_Agreement_No_Humiliation\"><\/span>The Clause That May Save the Agreement: No Humiliation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is one provision I consider particularly important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should become an actual clause of the agreement:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Neither party shall describe implementation of the agreement as surrender, capitulation, or defeat of the other party.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Why?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because international agreements do not exist only inside negotiating rooms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Leaders eventually have to explain them to their own people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If peace becomes synonymous with humiliation, those who oppose the agreement can portray compromise as weakness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Saudi Arabia must be able to say:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;We protected our people and secured our borders.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Yemeni actors must be able to say:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">&#8220;We stopped the war without surrendering Yemen&#8217;s dignity.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Those two statements can coexist.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In fact, they may have to coexist if the agreement is going to survive.<\/p>\n\n\n\n<h2 id=\"h-no-collective-blame\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"No_Collective_Blame\"><\/span>No Collective Blame<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There must also be a clear distinction between armed organizations and civilian populations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Yemeni civilian is not the enemy because of where he lives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A Saudi civilian is not the enemy because of the actions of his government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Collective blame destroys the possibility of reconciliation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peace requires us to recognize something very basic:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Governments, armed organizations, and ordinary citizens are not interchangeable.<\/p>\n\n\n\n<h2 id=\"h-keep-the-political-question-from-destroying-the-security-question\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Keep_the_Political_Question_from_Destroying_the_Security_Question\"><\/span>Keep the Political Question from Destroying the Security Question<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is a question that cannot be avoided forever:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Who ultimately governs Yemen?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But should that question have to be answered before the shooting stops?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I do not think so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why I propose the following:<\/p>\n\n\n\n<h3 id=\"h-political-status-firewall\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Political-Status_Firewall\"><\/span>Political-Status Firewall<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The initial security agreement should not prejudge Yemen&#8217;s final constitutional structure, the permanent status of political factions, the distribution of political power, or the ultimate organization of Yemen&#8217;s security forces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those questions belong to the political settlement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>First:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Then:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Political settlement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is not avoidance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is sequencing.<\/p>\n\n\n\n<h2 id=\"h-three-tables-instead-of-one-impossible-table\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Three_Tables_Instead_of_One_Impossible_Table\"><\/span>Three Tables Instead of One Impossible Table<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I would divide the negotiations into three interconnected tracks.<\/p>\n\n\n\n<h3 id=\"h-table-one-security\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Table_One_Security\"><\/span>Table One: Security<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Saudi Arabia, Houthi representatives, relevant Yemeni representatives, Oman, and the United Nations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The subjects would include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>ceasefire;<\/li>\n\n\n\n<li>border security;<\/li>\n\n\n\n<li>missiles and drones;<\/li>\n\n\n\n<li>maritime security;<\/li>\n\n\n\n<li>incident verification.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-table-two-yemen-s-political-future\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Table_Two_Yemens_Political_Future\"><\/span>Table Two: Yemen&#8217;s Political Future<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Yemeni political and social constituencies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The subjects would include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>governance;<\/li>\n\n\n\n<li>constitutional arrangements;<\/li>\n\n\n\n<li>decentralization;<\/li>\n\n\n\n<li>political participation;<\/li>\n\n\n\n<li>regional grievances;<\/li>\n\n\n\n<li>elections.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-table-three-economics\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Table_Three_Economics\"><\/span>Table Three: Economics<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The subjects would include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>salaries;<\/li>\n\n\n\n<li>oil;<\/li>\n\n\n\n<li>currency;<\/li>\n\n\n\n<li>ports;<\/li>\n\n\n\n<li>electricity;<\/li>\n\n\n\n<li>reconstruction;<\/li>\n\n\n\n<li>trade.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This separation matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A disagreement over constitutional arrangements should not be allowed to destroy an agreement that is delivering food to civilians.<\/p>\n\n\n\n<h2 id=\"h-make-peace-visible-in-people-s-lives\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Make_Peace_Visible_in_Peoples_Lives\"><\/span>Make Peace Visible in People&#8217;s Lives<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This, perhaps, is where the entire proposal becomes practical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A peace agreement cannot remain an elite document.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ordinary people must experience its benefits.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I propose a:<\/p>\n\n\n\n<h3 id=\"h-yemen-peace-dividend-fund\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Yemen_Peace_Dividend_Fund\"><\/span>Yemen Peace Dividend Fund<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Potential contributors could include Saudi Arabia, Gulf states, international donors, development institutions, and other willing partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the money should not become unrestricted political finance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Verified peace should produce verified benefits.<\/strong><\/p>\n\n\n\n<figure stabilization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations has identified salaries, currency, trade, revenues, transportation, and essential services as central to a durable settlement, while also pointing to the potential importance of resuming oil exports under appropriate security guarantees.<\/p>\n\n\n\n<h2 id=\"h-turn-the-border-into-a-peace-belt\" groups;<\/li>\n\n\n\n<li>accountability;<\/li>\n\n\n\n<li>reconstruction.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The United Nations has repeatedly emphasized that an inclusive, Yemeni-led political process is necessary to address the underlying conflict comprehensively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The battlefield cannot ultimately decide Yemen&#8217;s political future.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yemenis must.<\/p>\n\n\n\n<h2 id=\"h-what-about-justice\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_About_Justice\"><\/span>What About Justice?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is perhaps the most painful question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Thousands of people have suffered death, injury, displacement, detention, and destruction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can we simply say:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;Forget the past.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is also a question of sequence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Stop the killing.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Then:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Protect civilians.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Then:<\/p>\n\n\n\n<ul class=\"wp-block-paragraph\">Justice must ultimately be part of peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But if every historical grievance becomes a precondition for the first ceasefire, the parties may never reach the first ceasefire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes the first act of justice is preventing the next death.<\/p>\n\n\n\n<h2 id=\"h-the-objections-are-real\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Objections_Are_Real\"><\/span>The Objections Are Real<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I do not pretend that AMAN eliminates the difficulties.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Someone will say:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;The Houthis cannot be trusted.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Perhaps.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But AMAN does not require blind trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It requires verification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Someone else will say:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;Saudi Arabia cannot lower its guard.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should not have to.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal is based on suspending defined offensive actions while preserving lawful defensive capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another objection will be<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;This rewards attacks.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not automatically.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Benefits would be conditional upon verified compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another concern:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;The Yemeni government will be bypassed.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should not be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is precisely why the political track must exist separately from the Saudi-Houthi security channel.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another concern:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;Iran could interfere.&#8221;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is a genuine risk and would require a parallel regional diplomatic track.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Others will ask:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>&#8220;What about the other Yemeni class=\"wp-block-paragraph\">Yes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that is exactly why AMAN is not intended to be merely another ceasefire.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It connects:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>verification + economic incentives + maritime protection + civilian protection + social participation + not being asked to choose between security and peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of this framework is to make peace a mechanism of security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You do not have to trust the other side blindly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You should be able to verify compliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You should be able to respond to verified violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You should be able to protect your citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And you should be able to leave an open-ended war without creating the perception that you have abandoned your security.<\/p>\n\n\n\n<h2 id=\"h-my-message-to-yemen\" class=\"wp-block-paragraph\">And if I were speaking directly to Yemenis, I would say:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Peace is not surrender.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yemen&#8217;s sovereignty and political future should not be reduced to the outcome of a battlefield.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Political differences can continue to be debated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they should be debated around a table rather than settled by missiles.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is not to erase Yemen&#8217;s political identity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is to give Yemen the opportunity to rebuild it.<\/p>\n\n\n\n<h2 id=\"h-and-my-message-to-ordinary-families-is-even-simpler\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"And_My_Message_to_Ordinary_Families_Is_Even_Simpler\"><\/span>And My Message other.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You do not have to forget the past.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You do not have to surrender your beliefs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But your children should not have to inherit your war.<\/p>\n\n\n\n<h2 id=\"h-conclusion-the-road-does-not-begin-with-trust\" class=\"wp-block-heading\"><span class=\"wp-block-paragraph\">I have deliberately tried not to write another romantic appeal for peace.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Middle East has seen too many declarations that sounded beautiful when they were signed and collapsed when the first serious test arrived.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The real challenge is much harder.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How do you construct peace between people who do not trust one another?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My answer is<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Do not begin with trust.<br>Begin with reciprocity.<\/li>\n\n\n\n<li>Do not begin with political surrender.<br>Begin with mutual security.<\/li>\n\n\n\n<li>Do not begin by asking people to forget the past.<br>Begin by stopping the next tragedy.<\/li>\n\n\n\n<li>Do not make peace an abstract promise.<br>Give it an economic dividend.<\/li>\n\n\n\n<li>Do not allow every allegation to become a military response.<br>Create independent verification.<\/li>\n\n\n\n<li>Do not force the parties to resolve every constitutional question on the first day.<br>Sequence the negotiations.<\/li>\n\n\n\n<li>And above all, do not humiliate either population.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Because humiliation can destroy a peace that diplomacy has spent years constructing.<\/p>\n\n\n\n<h3 id=\"h-the-aman-framework-a-simple-proposition\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" Framework therefore rests on a simple proposition:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Saudi Arabia should be able to become safer without Yemen being humiliated.<\/li>\n\n\n\n<li>Yemen should be able to regain stability without Saudi Arabia being made insecure.<\/li>\n\n\n\n<li>The Red Sea should remain open without turning Yemen into the battlefield for every regional dispute.<\/li>\n\n\n\n<li>And the political future of Yemen should ultimately be determined through a genuinely Yemeni-led process.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">I do not claim that AMAN can solve every problem in Yemen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No document can.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A good peace proposal does not have to solve everything on Day One.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It has to create the conditions in which the next problem can be solved without returning to war.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the purpose of AMAN.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Not to decide who won.<\/li>\n\n\n\n<li>Not to erase history.<\/li>\n\n\n\n<li>Not to demand
