Tarun Choudhury<\/strong><br>Supreme Court Advocate | 25+ Years of Legal Experience<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">There are moments in international relations when governments spend years discussing trust, security, trade barriers and strategic differences, while ordinary people remain largely outside the conversation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India and China have experienced precisely this dilemma.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The relationship between the two countries is complicated. There are unresolved security concerns, political sensitivities, trade imbalances, restrictions on market access and understandable strategic mistrust. None of these issues can simply be wished away.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But perhaps there is another question that deserves to be asked.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Must every India-China relationship begin and end with governments and large corporations?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I believe it is worth testing a different possibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What if Indian and Chinese entrepreneurs, artisans, engineers, students, workers and small businesses were given carefully controlled opportunities to work together\u2014without allowing such cooperation to create strategic dependence?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the idea behind what I call the India-China People\u2019s Economic Bridge.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concept is deliberately modest in one sense and ambitious in another.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>It does not seek a grand political settlement between India and China.<\/li>\n\n\n\n<li>It does not propose unrestricted Chinese investment in India.<\/li>\n\n\n\n<li>It does not seek to bring Chinese giants into India&#8217;s strategic sectors.<\/li>\n\n\n\n<li>It does not seek to create an economic arrangement directed against the United States or any other country.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, it asks whether thousands of carefully screened, legally compliant and commercially viable relationships between Indian and Chinese MSMEs can create employment, technology, skills, productive capacity and, perhaps over time, a measure of practical trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The word \u201cperhaps\u201d is important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Trust should not be assumed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be earned and measured.<\/p>\n\n\n\n<h2 Proposal<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">India needs employment, manufacturing capability, stronger MSMEs, technology and greater participation in global supply chains.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China, meanwhile, has enormous manufacturing capability, entrepreneurial experience and a large ecosystem of small and medium enterprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The obvious question is therefore not whether India and China have differences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They clearly do.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is whether there are limited areas in which their economic capabilities can complement one another without compromising national security or strategic autonomy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My answer is: it is worth testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the model matters enormously.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would not advocate building this relationship around a handful of enormous strategic projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would concentrate economic power, political influence and potential security risks in too few hands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, I would begin at the bottom.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>With the MSME.<\/li>\n\n\n\n<li>With the artisan.<\/li>\n\n\n\n<li>With the technician.<\/li>\n\n\n\n<li>With the entrepreneur.<\/li>\n\n\n\n<li>With the student.<\/li>\n\n\n\n<li>With the worker.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That is why the India-China People\u2019s Economic Bridge is fundamentally different from conventional economic diplomacy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not primarily:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Government \u2192 Government<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nor is it merely:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Corporation \u2192 Corporation<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It proposes an additional relationship:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>People and MSMEs \u2192 People and MSMEs<\/strong><\/p>\n\n\n\n<h2 id=\"h-the-central-idea-cooperation-without-dependence\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Central_Idea_Cooperation_Without_Dependence\"><\/span>The Central Idea: Cooperation Without Dependence<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The central principle is simple:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Deep people-to-people economic cooperation, but limited strategic dependence.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should not seek Chinese capital merely because it is Chinese capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should seek lawful cooperation that creates Indian productive capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction is fundamental.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose a Chinese company simply exports a finished product to India. India receives the product, but much of the manufacturing employment, technical knowledge and value addition remain elsewhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now consider a different arrangement.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A Chinese SME brings lawful technology or production expertise.<\/li>\n\n\n\n<li>An Indian entrepreneur provides local knowledge and business capability.<\/li>\n\n\n\n<li>Indian workers are employed.<\/li>\n\n\n\n<li>Indian suppliers become part of the production chain.<\/li>\n\n\n\n<li>The product is manufactured in India.<\/li>\n\n\n\n<li>Some of it is sold in India.<\/li>\n\n\n\n<li>Some may be exported to China.<\/li>\n\n\n\n<li>And some may reach third-country markets.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That is a fundamentally different proposition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The formula becomes:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Chinese technology + Indian entrepreneurship + Indian workforce + Indian suppliers + Indian value addition = shared productive capacity.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whether that formula actually works cannot be assumed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It must be tested.<\/p>\n\n\n\n<h2 id=\"h-why-i-prefer-msmes-over-large-strategic-industries\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Why_I_Prefer_MSMEs_Over_Large_Strategic_Industries\"><\/span>Why I Prefer MSMEs Over Large Strategic Industries<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I deliberately propose a decentralised model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would not recommend unrestricted Chinese participation in India&#8217;s defence industry, nuclear sector, sensitive telecommunications, critical infrastructure, strategic data systems or other sectors that competent authorities classify as sensitive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those areas raise questions far beyond ordinary commerce.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The India-China People\u2019s Economic Bridge should therefore begin somewhere else.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could explore textiles, handicrafts, food processing, packaging, furniture, ordinary agricultural equipment, tools, non-sensitive machinery, selected consumer products, repair services, design, tourism, logistics and other relatively low-risk activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even here, participation should not be automatic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every enterprise must pass the applicable legal, financial, ownership, security, environmental and regulatory checks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is not to create a Chinese industrial presence everywhere.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is to identify places where cooperation can create genuine Indian economic capacity.<\/p>\n\n\n\n<h2 id=\"h-the-indian-employment-test\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Indian_Employment_Test\"><\/span>The Indian Employment Test<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">For me, investment alone should never be the principal measure of success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A headline announcing a billion-dollar investment may sound impressive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the more important question is:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How many Indians obtained sustainable employment?<\/li>\n\n\n\n<li>How many apprentices were trained?<\/li>\n\n\n\n<li>How many Indian suppliers entered the supply chain?<\/li>\n\n\n\n<li>How much value was actually added in India?<\/li>\n\n\n\n<li>How many Indian technicians acquired new skills?<\/li>\n\n\n\n<li>How many women entered the workforce?<\/li>\n\n\n\n<li>How much production remained in India?<\/li>\n\n\n\n<li>How many Indian products reached international markets?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These questions should become part of the design of every significant project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would therefore propose an Employment and Local Value Creation Plan for participating enterprises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The government should ultimately measure actual employment rather than accepting projected employment figures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Count jobs that exist\u2014not jobs promised in a presentation.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Payroll records, statutory filings, independent audits and lawful inspections could help verify the results.<\/p>\n\n\n\n<h2 id=\"h-the-india-china-industrial-skills-centre\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_India-China_Industrial_Skills_Centre\"><\/span>The India-China Industrial Skills Centre<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is another component that I consider particularly important.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Chinese technical expertise is introduced into an Indian manufacturing partnership, India should not remain permanently dependent upon Chinese technicians.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose of cooperation should be to create Indian capability.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why significant clusters could establish an India-China Industrial Skills Centre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Indian workers could receive training in:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Machine operation<\/li>\n\n\n\n<li>Quality control<\/li>\n\n\n\n<li>Industrial maintenance<\/li>\n\n\n\n<li>Electronics<\/li>\n\n\n\n<li>Product design<\/li>\n\n\n\n<li>Packaging<\/li>\n\n\n\n<li>Logistics<\/li>\n\n\n\n<li>Manufacturing management<\/li>\n\n\n\n<li>Occupational safety<\/li>\n\n\n\n<li>Digital commerce<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Chinese technical experts could participate where legally permitted and subject to appropriate visa, intellectual-property, cybersecurity and export-control requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the long-term objective should be clear:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Import knowledge where lawful and useful, but build durable human capability in India.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Technology transfer should not be reduced to a ceremonial signing ceremony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be measurable.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How many people were trained?<\/li>\n\n\n\n<li>How many manuals and processes were transferred?<\/li>\n\n\n\n<li>How many Indian engineers can operate and maintain the technology independently?<\/li>\n\n\n\n<li>How much local engineering capability was created?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Those are the real questions.<\/p>\n\n\n\n<h2 id=\"h-let-the-artisan-enter-the-china-india-conversation\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Let_the_Artisan_Enter_the_China-India_Conversation\"><\/span>Let the Artisan Enter the China-India Conversation.<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">International economic diplomacy often overlooks one of the most important economic actors\u2014the artisan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An Indian artisan may possess extraordinary traditional knowledge but lack modern machinery, packaging, design support, quality-control systems, international marketing or distribution networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is where carefully screened Chinese SMEs could potentially contribute.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A Chinese enterprise might provide packaging technology.<\/li>\n\n\n\n<li>Another might provide machinery.<\/li>\n\n\n\n<li>Another might assist with quality control.<\/li>\n\n\n\n<li>Another might offer lawful e-commerce or distribution expertise.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But there must be a firewall around the artisan&#8217;s cultural and intellectual identity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Where legally established, the Indian artisan should retain rights in traditional designs, cultural identity and underlying intellectual property.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Contracts should clearly address ownership, licensing, attribution, quality standards and revenue sharing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective should never be to replace traditional employment with mass-produced substitutes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objective should be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Technology-enabled traditional employment.<\/strong><\/p>\n\n\n\n<h2 id=\"h-one-district-one-product-and-one-international-opportunity\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"One_District_One_Product%E2%80%94and_One_International_Opportunity\"><\/span>One District, One Product\u2014and One International Opportunity<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">India&#8217;s district-level economic ecosystems provide another possible foundation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The One District One Product approach could potentially be connected with selected Chinese SME clusters possessing complementary capabilities.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Indian Cluster<\/th><th>Potential Chinese SME Collaboration<\/th><\/tr><\/thead><tbody><tr><td>Indian textile help Indian producers become more competitive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction should be built into the evaluation process.<\/p>\n\n\n\n<h2 id=\"h-start-with-50-partnerships-not-10-000\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Start_With_50_Partnerships%E2%80%94Not_10000\"><\/span>Start With 50 Partnerships\u2014Not 10,000<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">One of the biggest mistakes governments can make is announcing a gigantic programme before testing whether the underlying idea works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would therefore begin modestly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first stage could involve approximately 50 Indian MSMEs and 50 Chinese SMEs, forming roughly 50 carefully screened partnerships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pilot could operate for approximately 18 months.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only after an independent evaluation should expansion be considered.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the first group demonstrates genuine employment creation, technology transfer, market access, compliance and commercial sustainability, the programme could move towards a larger number of partnerships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The long-term ambition could eventually reach thousands.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But 10,000 should never be treated as a guaranteed result.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should be an aspiration dependent upon evidence.<\/p>\n\n\n\n<h2 id=\"h-the-security-firewall-must-be-non-negotiable\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Security_Firewall_Must_Be_Non-Negotiable\"><\/span>The Security Firewall Must Be Non-Negotiable<span id=\"h-green-ordinary-economic-cooperation\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Green_Ordinary_Economic_Cooperation\"><\/span>Green: Ordinary Economic Cooperation<span class=\"wp-block-paragraph\">Even these activities would remain subject to ordinary Indian law.<\/p>\n\n\n\n<h3 id=\"h-amber-enhanced-review\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" class=\"wp-block-list\">\n<li>Advanced electronics<\/li>\n\n\n\n<li>Specialised industrial software<\/li>\n\n\n\n<li>Robotics<\/li>\n\n\n\n<li>Specialised chemicals<\/li>\n\n\n\n<li>Advanced medical technology<\/li>\n\n\n\n<li>Potentially dual-use technologies<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Such activities would require enhanced examination by the relevant authorities.<\/p>\n\n\n\n<h3 id=\"h-red-outside-the-programme\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Red_Outside_the_Programme\"><\/span>Red: Outside the Programme<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The programme should exclude, subject to the classifications of competent authorities:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Defence<\/li>\n\n\n\n<li>Nuclear activities<\/li>\n\n\n\n<li>Sensitive telecommunications<\/li>\n\n\n\n<li>Critical infrastructure<\/li>\n\n\n\n<li>Strategic data<\/li>\n\n\n\n<li>Sensitive financial infrastructure<\/li>\n\n\n\n<li>Military technology<\/li>\n\n\n\n<li>Prohibited dual-use items<\/li>\n\n\n\n<li>Other designated strategic sectors<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">No commercial benefit should override national security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That principle must remain absolute.<\/p>\n\n\n\n<h2 id=\"h-the-political-capture-firewall\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Political-Capture_Firewall\"><\/span>The Political-Capture Firewall<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is another risk that deserves equal attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Any large public programme can potentially become vulnerable to political patronage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer is transparency.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participating enterprises should, subject to applicable law, disclose beneficial ownership, investment sources, government incentives, related-party transactions, controlling persons, material litigation and significant regulatory violations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government incentives should be based on published criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Projects should not be allocated merely because someone has political connections.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Independent monitoring should be built into the programme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The India-China People\u2019s Economic Bridge should connect businesses\u2014not political patrons.<\/p>\n\n\n\n<h2 id=\"h-reciprocity-must-be-real\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Reciprocity_Must_Be_Real\"><\/span>Reciprocity Must Be Real<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is no point in creating a one-way arrangement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If Chinese SMEs receive legitimate opportunities in India, Indian MSMEs should also be given opportunities to explore the Chinese market, subject to Chinese law and Chinese regulatory requirements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Potential Indian sectors could include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Pharmaceuticals<\/li>\n\n\n\n<li>Food products<\/li>\n\n\n\n<li>Textiles<\/li>\n\n\n\n<li>Traditional crafts<\/li>\n\n\n\n<li>Design<\/li>\n\n\n\n<li>Software<\/li>\n\n\n\n<li>Engineering services<\/li>\n\n\n\n<li>Agricultural products<\/li>\n\n\n\n<li>Specialised manufacturing<\/li>\n\n\n\n<li>Tourism<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But here too, we must remain realistic.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Market access cannot be created by diplomatic language alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It depends on licences, standards, certification, customs requirements, cybersecurity rules, data regulations, investment rules and actual commercial demand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, reciprocity should be measured by what happens on the ground.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>How many Indian companies actually enter China?<\/li>\n\n\n\n<li>How many obtain licences?<\/li>\n\n\n\n<li>How many sell products?<\/li>\n\n\n\n<li>How many partnerships survive?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That is reciprocity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not merely a joint statement.<\/p>\n\n\n\n<h2 id=\"h-the-two-market-and-third-market-principle\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Two-Market_and_Third-Market_Principle\"><\/span>The point absolutely clear.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The India-China People\u2019s Economic Bridge should not be presented as an anti-American or anti-Western economic arrangement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should remain free to trade lawfully with the United States, Europe, Japan, South Korea, ASEAN, the Gulf, Africa, Latin America and other markets.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">China should likewise retain its lawful trading relationships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose is diversification.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Not exclusion.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No India-China agreement can prevent another sovereign country from applying its own tariffs, sanctions, export-control laws or investment-screening rules.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the proposal should incorporate sanctions screening, export-control compliance and transparent legal procedures from the beginning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India does not need to choose between China and the rest of the world.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nor should economic cooperation with China be designed as a geopolitical weapon.<\/p>\n\n\n\n<h2 id=\"h-people-to-people-contact-is-the-missing-layer\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"People-to-People_Contact_Is_the_Missing_Layer\"><\/span>People-to-People Contact factories.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine an Indian engineering student spending several months with a Chinese SME.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a Chinese student spending several months with an Indian manufacturing enterprise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine Indian and Chinese entrepreneurs sitting together to solve a production problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine artisans learning packaging technology from one another.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine technicians jointly developing manufacturing processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine young entrepreneurs discovering that the person sitting across the table is not a geopolitical abstraction but another human being trying to build a business.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why I propose an India-China Young Enterprise Fellowship.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could involve students, entrepreneurs, engineers, apprentices and professionals.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Naturally, there must be background screening, institutional sponsorship, confidentiality requirements and restrictions around sensitive facilities and data.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is not about political indoctrination.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is about direct experience.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes people understand one another better after working together than after listening to speeches about one another.<\/p>\n\n\n\n<h2 id=\"h-the-india-china-msme-forum\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_India-China_MSME_Forum\"><\/span>The India-China MSME Forum<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">An annual India-China MSME Forum could bring together entrepreneurs, artisans, engineers, exporters, investors, universities, vocational institutions and standards bodies.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Government officials could facilitate the platform.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But government should not decide which private business deserves success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Commercial selection should remain transparent and evidence-based.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A healthy economic relationship should grow from commercial logic\u2014not political patronage.<\/p>\n\n\n\n<h2 id=\"h-women-must-be-part-of-the-economic-bridge\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Women_Must_Be_Part_of_the_Economic_Bridge\"><\/span>Women Must Be Part of the Economic class=\"wp-block-paragraph\">An India-China Women Enterprise Network could focus on textiles, food processing, handicrafts, design, consumer products, e-commerce, tourism and services.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its success should again be measured through actual outcomes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>enterprise creation,<\/li>\n\n\n\n<li>revenue,<\/li>\n\n\n\n<li>employment,<\/li>\n\n\n\n<li>access to finance,<\/li>\n\n\n\n<li>exports,<\/li>\n\n\n\n<li>and business survival.<\/li>\n<\/ul>\n\n\n\n<h2 id=\"h-what-happens-when-the-two-countries-disagree\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Happens_When_the_Two_Countries_Disagree\"><\/span>What Happens When the Two Countries Disagree?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is perhaps the most important practical question.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India and China may cooperate today and face political difficulties tomorrow.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the proposal must not depend upon permanent political harmony.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Every commercial agreement should contain provisions dealing with:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>governing law;<\/li>\n\n\n\n<li>dispute resolution;<\/li>\n\n\n\n<li>intellectual property;<\/li>\n\n\n\n<li>confidentiality;<\/li>\n\n\n\n<li>data;<\/li>\n\n\n\n<li>payments;<\/li>\n\n\n\n<li>quality;<\/li>\n\n\n\n<li>termination;<\/li>\n\n\n\n<li>force majeure;<\/li>\n\n\n\n<li>sanctions;<\/li>\n\n\n\n<li>export controls;<\/li>\n\n\n\n<li>insolvency;<\/li>\n\n\n\n<li>product liability.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For smaller businesses, prolonged international litigation can be financially devastating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A specialised India-China MSME Dispute Resolution Centre could therefore provide mediation, technical mediation, expedited arbitration, translation assistance and model contracts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should not replace courts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should make lawful commercial dispute resolution more accessible.<\/p>\n\n\n\n<h2 id=\"h-trust-should-be-an-outcome-not-a-precondition\" such a programme?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">My answer is simple.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We should not begin by assuming trust.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We should begin by assuming the need for safeguards.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Limited projects.<\/li>\n\n\n\n<li>Full disclosure.<\/li>\n\n\n\n<li>Security screening.<\/li>\n\n\n\n<li>Independent monitoring.<\/li>\n\n\n\n<li>Enforceable contracts.<\/li>\n\n\n\n<li>Exit rights.<\/li>\n\n\n\n<li>Diversified supply chains.<\/li>\n\n\n\n<li>And measurable performance.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If repeated cooperation produces reliable commercial behaviour, trust may gradually increase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If it does not, the programme should have mechanisms to suspend or terminate particular partnerships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In other words:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Trust should be earned through conduct, not granted in advance.<\/strong><\/p>\n\n\n\n<h2 id=\"h-what-if-china-prefers-exports-rather-than-local-production\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" class=\"wp-block-paragraph\">That is a genuine commercial risk.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is no reason to assume that every Chinese SME would want to manufacture in India.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, India should make local production commercially attractive where lawful and appropriate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The answer may involve better infrastructure, predictable approvals, cluster development, skilled labour, export facilitation and transparent regulation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But the proposal should never depend upon an assumption that Chinese enterprises will automatically participate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The market must decide.<\/p>\n\n\n\n<h2 id=\"h-what-if-indian-msmes-fear-chinese-competition\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_If_Indian_MSMEs_Fear_Chinese_Competition\"><\/span>What If Indian MSMEs Fear Chinese Competition?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">That concern is equally legitimate.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme must not become a mechanism through which Indian MSMEs are displaced.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why the first stage should focus on complementary sectors and require continuous impact monitoring.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a particular sector experiences harmful displacement, excessive concentration or unacceptable dependence, participation in that sector should be suspended or redesigned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The programme should be capable of saying no.<\/p>\n\n\n\n<h2 id=\"h-the-18-month-test\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_18-Month_Test\"><\/span>The 18-Month Test<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">At id=\"h-when-should-the-programme-be-stopped\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"When_Should_the_Programme_Be_Stopped\"><\/span>When Should the Programme Be Stopped?<span MSMEs;<\/li>\n\n\n\n<li>repeated intellectual-property disputes;<\/li>\n\n\n\n<li>security incidents;<\/li>\n\n\n\n<li>politically connected allocation of projects;<\/li>\n\n\n\n<li>material non-reciprocity;<\/li>\n\n\n\n<li>dependence on a single supplier or technology;<\/li>\n\n\n\n<li>public expenditure disproportionate to measurable benefits.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Failure in one sector should not necessarily destroy the entire concept.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why the programme must be modular.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One sector can be suspended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One partnership can be terminated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One technology can be excluded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The entire economic bridge need not collapse because one component fails.<\/p>\n\n\n\n<h2 objective.<\/li>\n\n\n\n<li>Technology absorption is an objective.<\/li>\n\n\n\n<li>Indian value addition is an objective.<\/li>\n\n\n\n<li>Export capability is an objective.<\/li>\n\n\n\n<li>Strategic resilience is an objective.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That is why the central employment principle of the India-China People\u2019s Economic Bridge should be:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Do not negotiate merely for Chinese capital. telecommunications and infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those concerns are real.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But there is another form of interdependence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It can be distributed.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>An Indian artisan may have a Chinese business partner.<\/li>\n\n\n\n<li>An Indian apprentice may learn from a Chinese technician.<\/li>\n\n\n\n<li>A Chinese entrepreneur may employ Indian workers.<\/li>\n\n\n\n<li>An Indian MSME may sell to Chinese consumers.<\/li>\n\n\n\n<li>An Indian student may study in China.<\/li>\n\n\n\n<li>A Chinese student may study in India.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These are small relationships.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But thousands of small relationships can create a different kind of economic architecture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not dependence.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not confrontation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Distributed interdependence.<\/strong><\/p>\n\n\n\n<h2 choices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And yet they may still identify limited areas where cooperation serves the interests of their people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the narrow space in which I see the India-China People\u2019s Economic Bridge operating.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not a political alliance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not a military arrangement.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is not a geopolitical bloc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is a controlled economic experiment.<\/p>\n\n\n\n<h2 id=\"h-a-possible-declaration\" class=\"wp-block-heading\"><span class=\"ez-toc-section\"
