This statutory exclusion creates a perilous legal vacuum for vast tracts of unclassed forests, sacred groves (Orans), and community lands that have not been formally recorded in state revenue registers. Linear projects through ecologically fragile regions must remain subject to mandatory site-specific environmental impact assessments and disaster mitigation protocols.<\/li>\n\n\n\n<li><strong>Non-Negotiable Supremacy of Gram Sabha Consent:<\/strong> The procedural rights guaranteed to forest-dwelling communities under the FRA, 2006, cannot be superseded by executive rules issued under the Forest Conservation Act.
