We have schemes for employment. We have schemes for skills, manufacturing, MSMEs, formalization, and entrepreneurship. Over the years, the policy architecture around small businesses has become extensive and, in many respects, sophisticated.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet there is a more basic question that we still cannot answer with sufficient confidence:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What actually helps a viable small Indian business grow, become more productive, and create jobs that last?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the question that led me to the idea of the <strong>India Productive Firm Scale-Up Mission (IMSE)<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am not suggesting another blanket subsidy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I am not suggesting another large credit program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And I do not believe the government should first announce a national scheme and only afterwards begin asking whether it works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The proposal is deliberately more modest\u2014and, in my view, more useful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMSE should begin as a carefully designed, independently evaluated policy experiment. Its purpose should be to find out what works, what does not work, for whom it works, and what it costs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only then should India consider taking the successful components to a much larger scale.<\/p>\n\n\n\n<h2 id=\"h-the-real-problem-is-not-always-lack-of-money\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Real_Problem_Is_Not_Always_Lack_of_Money\"><\/span>The Real Problem Is Not Always Lack of Money<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Consider a small manufacturing unit employing 20 or 30 people.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It may have sufficient orders but not enough working capital to purchase raw material.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another business may have access to credit but lack basic production planning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A third may own good machinery but have poor systems for inventory, quality control, or worker scheduling.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another may be professionally managed but unable to secure reliable buyers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There may even be a business with plenty of customers that is still struggling because invoices are paid too slowly and cash remains locked up in receivables.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are very different problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yet policy discussions often reduce them to one question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Does the entrepreneur need money?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sometimes the answer is yes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But sometimes it is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The more important question is<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What is actually preventing this particular firm from growing?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction is at the heart of IMSE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead of assuming that every small enterprise requires the same intervention, the program would first identify the constraint and then test whether removing it produces measurable economic results.<\/p>\n\n\n\n<h2 id=\"h-the-basic-idea\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Basic_Idea\"><\/span>The Basic Idea<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The principle is straightforward:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Diagnose the constraint. Intervene narrowly. Measure the result. Test the result independently. Scale only what works.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">The initial proposal is therefore not a nationwide program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is an evidence-generation exercise involving approximately <strong>400 firms across four clusters<\/strong>, with a properly designed experimental framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose is not to create the appearance of success.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The purpose is to discover whether the proposed mechanism actually works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The experiment would examine two broad interventions:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Management and productivity support<\/strong><\/li>\n\n\n\n<li><strong>Improved access to working capital and receivables finance<\/strong><\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">The reason for testing both is simple.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A business may know exactly how it can improve production but lack the cash required to implement those improvements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Equally, giving a business additional finance does not guarantee that the money will be deployed productively.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The experiment therefore needs to answer a more interesting question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Do these interventions work independently, together, or not at all?<\/strong><\/p>\n\n\n\n<h2 id=\"h-a-four-group-experiment\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"A_Four-Group_Experiment\"><\/span>A Four-Group Experiment<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The proposed structure would divide participating firms into four groups:<\/p>\n\n\n\n<figure class=\"wp-block-paragraph\">A serious evaluation should be able to tell us:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>whether management assistance made a difference;<\/li>\n\n\n\n<li>whether finance facilitation made a difference;<\/li>\n\n\n\n<li>whether combining the two produced an additional benefit;<\/li>\n\n\n\n<li>whether either intervention had little or no effect;<\/li>\n\n\n\n<li>whether the results varied by type of firm;<\/li>\n\n\n\n<li>and whether apparent employment growth represented genuine expansion or simply the formal recording of workers who were already there.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Those are not academic distinctions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They determine whether public money is being spent on something that actually changes the productive capacity of Indian firms.<\/p>\n\n\n\n<h2 id=\"h-imse-should-not-become-another-subsidy-scheme\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"IMSE_Should_Not_Become_Another_Subsidy_Scheme\"><\/span>IMSE Should Not Become Another Subsidy Scheme<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This distinction is critical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India already has substantial employment and MSME support programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For example, the <strong>Pradhan Mantri Viksit Bharat Rozgar Yojana (PM-VBRY)<\/strong> has a reported outlay of \u20b999,446 crore and is intended to facilitate more than 3.5 crore jobs over two years, with particular emphasis on formal employment and manufacturing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Similarly, the MSME credit ecosystem already includes mechanisms such as the <strong>Credit Guarantee Scheme operated through CGTMSE<\/strong>, which provides eligible credit facilities without collateral or third-party guarantees, as well as the <strong>Mutual Credit Guarantee Scheme for MSMEs<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMSE should not attempt to duplicate these mechanisms.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its purpose should be different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should answer a question that ordinary programme administration cannot necessarily answer:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>What combination of managerial capability, market access, working capital, and operational improvements actually causes a viable Indian firm to grow sustainably?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is the evidence gap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And filling that gap may ultimately be more valuable than simply adding another scheme to an already crowded policy landscape.<\/p>\n\n\n\n<h2 id=\"h-the-pm-vbry-contamination-problem\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_PM-VBRY_Contamination_Problem\"><\/span>The PM-VBRY Contamination Problem<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is, however, a serious methodological issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A firm participating in IMSE may simultaneously receive benefits under PM-VBRY or another government program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the evaluation ignores that fact, we may mistakenly attribute the firm&#8217;s employment growth to IMSE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That would undermine the experiment from the beginning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The solution is not to prevent participating businesses from accessing legitimate government programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instead, those interventions must be recorded.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I would therefore propose an <strong>additionality ledger<\/strong> for every participating firm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It should record, wherever legally and practically possible:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>whether the firm received PM-VBRY benefits;<\/li>\n\n\n\n<li>whether it accessed MSME credit guarantees;<\/li>\n\n\n\n<li>whether it received other government incentives;<\/li>\n\n\n\n<li>whether it obtained private consultancy;<\/li>\n\n\n\n<li>whether major new orders were received;<\/li>\n\n\n\n<li>whether significant investment took place;<\/li>\n\n\n\n<li>and when these events occurred.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is straightforward:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>We must be able to distinguish what happened because of IMSE from what happened because of everything else.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Without that distinction, the program may produce impressive numbers but weak evidence.<\/p>\n\n\n\n<h2 id=\"h-what-would-the-management-intervention-actually-do\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"What_Would_the_Management_Intervention_Actually_Do\"><\/span>What Would the Management Intervention Actually Do?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cManagement support\u201d sounds attractive until we ask what it actually means.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A consultant visiting a factory, preparing a report, and leaving cannot by itself be treated as a successful intervention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMSE should therefore use a structured <strong>12-month owner-and-supervisor productivity accelerator<\/strong> focused on practical operating capabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the firm&#8217;s diagnosed constraint, this could include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>production planning;<\/li>\n\n\n\n<li>inventory management;<\/li>\n\n\n\n<li>quality control;<\/li>\n\n\n\n<li>worker scheduling;<\/li>\n\n\n\n<li>machine utilization;<\/li>\n\n\n\n<li>order tracking;<\/li>\n\n\n\n<li>costing;<\/li>\n\n\n\n<li>cash-flow management;<\/li>\n\n\n\n<li>receivables management;<\/li>\n\n\n\n<li>productivity measurement;<\/li>\n\n\n\n<li>supervisor training;<\/li>\n\n\n\n<li>workplace organization;<\/li>\n\n\n\n<li>buyer fulfillment;<\/li>\n\n\n\n<li>and digital business records.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The objective is not to teach entrepreneurs abstract management theory.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is to improve the way the business operates every day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More importantly, the program should measure whether the recommended practices were actually adopted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If a consultant recommends a new production-planning system, the evaluator should eventually be able to determine whether the system was implemented and whether it changed anything.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is the difference between <strong>consultancy activity<\/strong> and <strong>measurable intervention<\/strong>.<\/p>\n\n\n\n<h2 id=\"h-finance-does-not-mean-simply-giving-another-loan\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Finance_Does_Not_Mean_Simply_Giving_Another_Loan\"><\/span>Finance Does Not Mean Simply Giving Another Loan<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The same discipline is required on the financial side.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India already has a substantial credit infrastructure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Therefore, the question should not be:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>How much additional debt can we put into MSMEs?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The better question is<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Can appropriately structured working capital\u2014particularly financing against credible receivables\u2014help viable firms accept orders, purchase inputs, and increase production?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That means the financial component should examine existing mechanisms such as<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>TReDS-based receivables financing;<\/li>\n\n\n\n<li>invoice discounting;<\/li>\n\n\n\n<li>MSME credit-guarantee mechanisms;<\/li>\n\n\n\n<li>formal banking channels;<\/li>\n\n\n\n<li>buyer-linked working-capital solutions.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">And one distinction must be measured carefully.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>An invoice being accepted by a buyer is not the same thing as that invoice actually being financed.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A business may have genuine receivables and still be unable to convert them into affordable working capital.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That difference could be economically significant.<\/p>\n\n\n\n<h2 id=\"h-stop-counting-activities-start-measuring-outcomes\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Stop_Counting_Activities_Start_Measuring_Outcomes\"><\/span>Stop Counting Activities. Start Measuring Outcomes.<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Too many government programs become exercises in counting activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How many firms were enrolled?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How many loans were sanctioned?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How many training sessions were conducted?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How many entrepreneurs attended?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">How many machines were purchased?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These numbers may be administratively useful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But they do not necessarily tell us whether the economy became more productive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMSE should therefore focus on outcomes.<\/p>\n\n\n\n<h3 id=\"h-employment\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Employment\"><\/span>Employment<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The evaluation should examine:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>total employment;<\/li>\n\n\n\n<li>formal employment;<\/li>\n\n\n\n<li>net employment growth;<\/li>\n\n\n\n<li>and whether employment remains after the intervention.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-productivity\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Productivity\"><\/span>Productivity<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It should measure, wherever appropriate:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>output per worker;<\/li>\n\n\n\n<li>sales per worker;<\/li>\n\n\n\n<li>machine utilization;<\/li>\n\n\n\n<li>production efficiency;<\/li>\n\n\n\n<li>rejection and defect rates.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-firm-growth\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Firm_Growth\"><\/span>Firm Growth<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The evaluation should also examine:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>revenue;<\/li>\n\n\n\n<li>orders;<\/li>\n\n\n\n<li>repeat customers;<\/li>\n\n\n\n<li>capacity utilization;<\/li>\n\n\n\n<li>investment.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-financial-health\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Financial_Health\"><\/span>Financial Health<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Relevant indicators would include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>working-capital cycle;<\/li>\n\n\n\n<li>receivables days;<\/li>\n\n\n\n<li>cash-flow stability;<\/li>\n\n\n\n<li>borrowing cost;<\/li>\n\n\n\n<li>repayment performance.<\/li>\n<\/ul>\n\n\n\n<h3 id=\"h-worker-outcomes\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"Worker_Outcomes\"><\/span>Worker Outcomes<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Where feasible, the evaluation should also examine whether employment growth is accompanied by better wages, greater employment stability, and improved formal social security coverage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The central question should always remain:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>Did the participating firm become measurably more productive and more capable of sustaining additional employment?<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is a much harder question than counting beneficiaries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is also a much more useful one.<\/p>\n\n\n\n<h2 id=\"h-the-demand-problem-cannot-be-ignored\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Demand_Problem_Cannot_Be_Ignored\"><\/span>The Demand Problem Cannot Be Ignored<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There is another issue that deserves far more attention in industrial policy:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Demand.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A factory cannot grow simply because someone has improved its management.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There must be customers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A highly efficient enterprise with no orders will not create sustainable employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why market demand should be treated as a measurable variable within IMSE rather than as an assumption.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Participating firms could, for example, be classified according to whether they have:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>confirmed orders;<\/li>\n\n\n\n<li>recurring customers;<\/li>\n\n\n\n<li>growing demand;<\/li>\n\n\n\n<li>unused capacity but weak demand;<\/li>\n\n\n\n<li>or a market that is contracting.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This would allow the evaluation to examine an important question:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Does management and finance support work differently depending on the firm&#8217;s underlying demand conditions?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That finding could prove extremely valuable for future industrial policy.<\/p>\n\n\n\n<h2 id=\"h-the-experiment-must-be-allowed-to-fail\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" id=\"The_Experiment_Must_Be_Allowed_to_Fail\"><\/span>The Experiment Must Be Allowed to Fail<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This, to me, is one of the most important principles of the entire proposal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A government experiment should not be designed merely to prove that the government&#8217;s idea was correct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMSE must contain explicit falsification criteria.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If management assistance produces no meaningful improvement, the program should be prepared to say so.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If finance facilitation does not produce a meaningful employment or productivity effect, that finding should be accepted.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If combining management and finance produces no meaningful additional benefit over either intervention individually, that too should be recorded honestly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>In other words:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The program must be designed to discover failure, not conceal it.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is not a weakness.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It is what makes the experiment credible.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And when public money is involved, the willingness to stop a program that does not work is itself a form of accountability.<\/p>\n\n\n\n<h2 should follow the statistical requirements\u2014not the other way around.<\/strong><\/p>\n\n\n\n<h2 id=\"h-protecting-the-program-from-capture\" class=\"wp-block-heading\"><span participation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IMSE therefore needs an anti-capture architecture from the beginning.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That should include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>transparent eligibility criteria;<\/li>\n\n\n\n<li>documented selection procedures;<\/li>\n\n\n\n<li>independent evaluation;<\/li>\n\n\n\n<li>conflict-of-interest declarations;<\/li>\n\n\n\n<li>audit trails;<\/li>\n\n\n\n<li>randomization wherever appropriate;<\/li>\n\n\n\n<li>aggregate public can potentially provide much stronger evidence than repeated surveys alone.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Potential sources could include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>GST-linked business information;<\/li>\n\n\n\n<li>EPFO employment records;<\/li>\n\n\n\n<li>TReDS transaction data;<\/li>\n\n\n\n<li>banking and credit information where legally permissible;<\/li>\n\n\n\n<li>MSME registration data;<\/li>\n\n\n\n<li>procurement information;<\/li>\n\n\n\n<li>and firm-level program participation data.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">But data access cannot be treated as an afterthought.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The legal architecture must be developed alongside the statistical architecture.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The program should clearly establish:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the lawful basis for data sharing;<\/li>\n\n\n\n<li>purpose limitation;<\/li>\n\n\n\n<li>access controls;<\/li>\n\n\n\n<li>de-identification or pseudonymization where appropriate;<\/li>\n\n\n\n<li>retention \u20b925\u201360 crore envelope, subject to detailed costing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The precise figure should ultimately follow the design.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>The larger principle is more important:<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India should not commit thousands of crores before establishing whether the underlying mechanism works.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A relatively small investment in evidence can protect the country from a much larger policy mistake.<\/p>\n\n\n\n<p employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A business that grows from 10 workers to 25 workers is economically different from a business that remains permanently at 10.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A manufacturer that moves from irregular production to predictable production can accept larger orders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A supplier that can finance its receivables can serve larger buyers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A company with competent supervisors can grow without requiring the owner to personally control every operational decision.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are the mechanisms through which productivity becomes employment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>And these mechanisms deserve to be tested rather than assumed.<\/strong><\/p>\n\n\n\n<h2 id=\"h-the-real-test-can-it-survive-a-cabinet-note\" class=\"wp-block-heading\"><span class=\"ez-toc-section\" sustainable employment.<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That proposition can be tested.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More importantly, it can be disproved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And that is precisely why it is worth testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">India already spends enormous amounts trying to create employment, improve access to finance, and encourage formalization.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The next generation of policy should add something equally important:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>the systematic production of evidence about what actually works.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If IMSE succeeds, India will gain more than another government program.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It could gain a <strong>replicable method for discovering how productive firms can be built, strengthened, and
