the United States, several investigations have examined safety and working conditions in Amazon warehouses. They have drawn public attention to the difficulties workers can face in large workplaces that depend heavily on technology and have contributed to broader discussions about labour rights and worker protection. These concerns also relate to the growing gig and platform economy, where people obtain and perform work through digital platforms and may not receive the same protections as traditional employees.

This study examines working conditions in Amazon warehouses, the investigations into those conditions, and related labour-rights issues. It also considers how these issues connect with the rights of gig and platform workers and why labour law and social-security protection matter as employment systems change. The main purpose is to examine whether labour and social-security protections are suitable for

Keywords: Amazon, warehouse workers, labour rights, gig workers, platform workers, working conditions, workplace safety, labour law.

Introduction

The rapid growth of Amazon and e-commerce has completely changed how goods are bought, stored, packed, and delivered. As online shopping has exploded, warehouses have become a crucial link in the e-commerce supply chain. Warehouse workers carry out essential tasks like receiving goods, storing products, picking orders, packing them, and getting them ready for delivery. This makes their work vital for keeping online shopping fast and efficient.

At the same time, Amazon has increasingly relied on technology, automation, data systems and performance monitoring in its warehouses. These systems help the company process huge numbers of orders quickly. But they have also raised serious concerns about work pressure, productivity targets, employee monitoring, working hours, workplace safety and overall working conditions. A US government safety agency inspected several Amazon warehouses and found unsafe conditions, including risks from repetitive lifting, heavy items, awkward postures, and long working hours.

On July 16 and 17, 2024, Amazon is running its Prime Day Sale. It’s big shopping event where Prime members get discounts on lots of products.[1] The company make a huge amount of it in 2023 alone, Amazon sold $12.7 billion worth of stuff (about 375 million items) in just two days. But while shoppers are saving money, the warehouse workers who pack and ship all those orders are getting hurt at alarming rates.

[2]Senatore Bernie Sanders, who leads the senate committee that looks after workers’ health and safety, is releasing an interim report as a part of an ongoing investigation into Amazon’s warehouse condition. The report focuses on how dangerous the warehouses become during prime day and the busy holiday season, and it urges Amazon to do more to protect its workers.

The issue is also connected with the growing gig and platform economy. Although warehouse employees and gig/platform workers perform different types of work, both are increasingly affected by digital technology, performance measurement, and flexible or changing employment arrangements. India’s Code on Social Security, 2020 is particularly related because it recognises gig workers and platform workers and aims to extend social-security protection to workers in organised, unorganised, gig, and platform sectors.

Similarly, India’s Occupational Safety, Health and Working Conditions Code, 2020 (OSH Code) provides a legal framework relating to occupational safety, health, and working conditions of persons employed in establishments. It is therefore relevant when examining the safety and working conditions of workers in modern workplaces such as warehouses.

Objectives of the Study

To Examine Working Conditions in Amazon Warehouses

The first objective of this study is to understand the actual working conditions of workers in Amazon warehouses. Warehouse workers are involved in activities such as picking, packing, sorting and moving products. These jobs can be physically demanding and may involve long working hours, pressure to complete targets and concerns related to workplace safety. Previous research on Amazon warehouses has also discussed how the company organizes and controls workers’ activities. In addition, investigations by the U.S. Occupational Safety and Health Administration (OSHA) have identified safety and ergonomic concerns at some Amazon facilities.

Major Investigations and Concerns Relating to Amazon Warehouse Workers

The second objective is to study the major investigations carried out into the working conditions of Amazon warehouse workers. These investigations help us understand the problems reported by workers and the concerns raised by researchers and government authorities. Some OSHA inspections, for example, identified unsafe working conditions and ergonomic risks at Amazon warehouses. Studying these investigations can help show how the pressure to maintain productivity may sometimes create difficulties for workers’ safety and well-being.

How Technology and Performance Monitoring Affect Workers

The third objective is to understand how technology is used to monitor and measure workers’ performance in Amazon warehouses. Digital systems can record work activities, track productivity and measure how quickly tasks are completed. While technology can help companies manage large warehouse operations, it can also increase pressure on workers to meet performance targets. Research on Indian e-commerce warehouses has discussed the role of digital monitoring in increasing work intensity and insecurity. The International Labour Organization (ILO) refers to this type of technology-based control as algorithmic management, where digital systems are used to organize, monitor and evaluate workers.

To Examine the Influence of the Amazon Case on Debates Concerning Gig and Platform Worker Rights

The fourth objective is to understand how the Amazon warehouse case connects with the wider discussion about gig and platform workers. Amazon warehouse workers and gig workers do not have exactly the same employment arrangements. However, both forms of work raise important questions about technology, performance monitoring, work pressure, employment security and social protection. The ILO has highlighted that algorithmic management is becoming increasingly important in platform work and can influence workers’ working time, earnings and access to work. Therefore, the Amazon case can help in understanding how technology is changing the relationship between workers and employers and why stronger worker protections are being discussed in the platform economy.

To Identify Gaps in Existing Labour and Social-Security Protections

The final objective of this study is to identify possible gaps in the labour and social-security protection available to workers in modern forms of employment. The growth of e-commerce, digital platforms and gig work has changed the traditional nature of employment. Because of these changes, workers may face questions relating to social security, workplace safety, employment status and working conditions. The ILO has emphasized the importance of providing proper social protection to workers in the gig and platform economy. In India, these issues are also important because the increasing use of digital technology and platform-based work has created new challenges for workers’ rights and social security.

Investigations into Amazon Working Conditions

Amazon’s warehouse working conditions have been examined by government authorities, media organisations and workers. These investigations mainly focused on workplace safety, injuries, work pressure, productivity targets and the treatment of injured workers.

Government and Regulatory Investigations

One important investigation was carried out by the U.S. Occupational Safety and Health Administration (OSHA). In 2022, OSHA inspected several Amazon warehouses because of concerns about workplace safety and ergonomic risks. The inspections looked at whether the nature of warehouse work could increase the risk of injuries, especially injuries to the back and other parts of the body. In December 2024, OSHA and Amazon reached a settlement related to ergonomic hazards. The settlement included measures aimed at reducing the risk of lower-back and other muscle-related injuries.

Another OSHA investigation took place at Amazon’s fulfilment centre in Castleton, New York. In 2023, OSHA reported that some injured workers did not receive proper and timely medical treatment. According to OSHA, six workers with head injuries and four workers with back injuries did not receive the medical care that was considered necessary. OSHA also reported that some injured employees were sent back to work and their conditions became worse. These are official findings because they came from a government workplace-safety investigation. OSHA has also recorded other complaints and inspections involving Amazon facilities. This shows that concerns about Amazon’s warehouse working conditions have involved more than one workplace or one particular incident.

Investigation by the U.S. Senate

The U.S. Senate Health, Education, Labor and Pensions (HELP) Committee also investigated Amazon’s workplace practices. The investigation collected information from current and former Amazon workers. It mainly looked at workplace safety, productivity requirements and work-related injuries.

The Committee’s 2024 report raised concerns about Amazon’s productivity system. Workers are often given productivity targets, which means they are expected to complete a certain number of tasks within a particular period. The report stated that workers at some Amazon facilities described very high work rates, including picking or storing hundreds of items in an hour. The report connected these fast and repetitive activities with concerns about workplace injuries.

The Committee also reported that some workers found periods such as Prime Day and the holiday season especially difficult because of increased workloads and longer working hours. These reports help explain workers’ experiences, but the experience of some workers cannot automatically be applied to every Amazon warehouse.

Media Investigations and Worker Accounts

Media organisations have also investigated Amazon’s warehouse working conditions. For example, The Guardian interviewed Amazon workers who talked about injuries, fast-paced work, productivity monitoring and difficulties related to medical treatment and workers’ compensation. Some workers said that the pressure to meet productivity targets made it difficult for them to work safely.

A 2021 Guardian investigation also reported workers’ experiences of repetitive work, electronic monitoring and pressure to maintain a particular level of productivity. Such reports are useful because they help us understand the experiences of workers.

However, it is important to remember that worker interviews and media reports are different from official government findings. A worker’s personal experience is important evidence of their experience, but it does not necessarily prove that the same situation exists in every Amazon warehouse.

Similar concerns have also been reported in the United Kingdom. In 2020, The Guardian reported accident information obtained through Freedom of Information requests. The information showed a large number of accident reports involving Amazon warehouses over a three-year period. One investigation identified an unsafe working environment as the main cause of an incident. This shows that concerns about warehouse safety have also been raised outside the United States.

Productivity Pressure and Working Conditions

One common issue found in different investigations is the connection between productivity pressure and workplace safety. Amazon uses technology and performance-monitoring systems to manage warehouse activities. According to the Senate investigation and some worker accounts, employees at certain facilities were expected to complete specific numbers of tasks within a limited amount of time.

The Senate investigation raised concerns that doing repetitive work at a very high speed could increase the risk of injuries. Some workers interviewed by media organisations also described fast-paced work and electronic monitoring. Some workers felt that they had to maintain high productivity even when they were experiencing physical difficulties.

Amazon’s Response

Amazon has responded to many of the concerns raised about its warehouses. The company has stated that employee safety is important and that it has workplace safety programmes in place.

After the 2024 OSHA settlement, Amazon stated that it had cooperated with OSHA and provided information about its safety programmes. Amazon also stated that OSHA agreed to withdraw most of the earlier ergonomic citations as part of the settlement.

Amazon has also responded to media reports about workplace injuries. In relation to a report about injury rates at Amazon facilities in Minnesota, an Amazon spokesperson stated that the report did not represent the experience of the majority of Amazon employees.

Relevance to Gig and Platform Worker Rights

The Amazon warehouse case is also connected to the wider discussion about gig and platform workers. Warehouse workers and gig workers are not the same type of workers. However, both types of work can involve technology, performance monitoring and productivity targets.

Amazon’s warehouse system provides an example of how technology can be used to monitor workers and measure their performance. Similar forms of digital management can also be found in parts of the platform economy, where workers may receive work through apps and their performance may be measured through digital systems.

The investigations therefore raise wider questions about:

Worker safety;

Injury protection;

Medical support;

Productivity targets;

Digital monitoring; and

The ability of workers to raise safety concerns.

These issues are important when discussing the future of labour rights in technology-based workplaces.

Connection with Gig and Platform Workers

The Amazon warehouse case is also connected with the growing debate about gig and platform workers. Although warehouse workers and platform workers work in different environments, both can be managed through technology. Digital systems can be used to assign tasks, monitor performance and control the way work is carried out.

Research on Amazon warehouses in India shows that digital systems can organise, coordinate, monitor and control warehouse workers. Similar forms of digital control are also found in platform-based work.

Similarities and Differences

Amazon Warehouse Work

Gig/Platform Work

Workers usually work at a fixed warehouse or fulfilment centre.

Workers usually receive work through a digital platform or mobile application.

Technology can be used to assign and monitor tasks.

Algorithms can assign jobs, routes and tasks.

Productivity and performance can be digitally monitored.

Ratings, acceptance rates and customer feedback can be used to assess workers.

Workers may face lifting, repetitive work and workplace accidents.

Workers may face traffic, road accidents and weather-related risks.

Employment arrangements are generally more structured.

The legal status of workers can be uncertain in some situations.

Labour protections may be clearer for employees.

Social-security and employment protections may be less certain.

The ILO explains that algorithmic management is increasingly used not only in digital platforms but also in regular workplaces. This shows that the difference between traditional employment and platform-style management is becoming less clear.

Algorithmic Management

Algorithmic management means using software, computer systems or algorithms to organise and monitor workers. In Amazon warehouses, technology can track activities and productivity. Research on Amazon fulfilment centres has examined workers’ experiences with productivity targets and labour-tracking systems.

Platform workers experience similar forms of control. For example, delivery workers may receive tasks through an application, while the platform records their location, completed tasks, performance and customer feedback.

The ILO identifies algorithmic management as a defining feature of digital labour platforms.

Therefore, the Amazon case is relevant to gig work because both forms of work show how technology can influence the way workers perform their jobs.

Performance Ratings and Monitoring

Performance monitoring is another common point. Amazon warehouse workers may be measured through productivity targets and digital tracking. Platform workers can be monitored through ratings, acceptance rates, completion rates and response times.

The ILO notes that ratings and reputation systems can affect workers’ earnings and access to work.

Although the systems are different, both can connect a worker’s performance with continued employment or access to future work. This makes the Amazon case useful for understanding the wider issue of technology-based worker monitoring.

Income Insecurity

Income security is another important difference.

Amazon warehouse workers generally have a more structured employment arrangement and may receive regular wages and employment-related benefits, depending on their employment status and applicable law.

Gig workers may have less predictable income. Their earnings can depend on the number of tasks available, customer demand, platform decisions, ratings and the amount of time they work.

The ILO has reported that platform workers can experience uncertainty regarding work availability and earnings.

Therefore, the discussion is not only about whether a person is classified as an employee or gig worker. It is also about whether workers can receive a stable and decent income.

Social-Security Coverage

Social security is an important issue in both traditional and platform work. Employees may have clearer access to employment-based benefits, depending on the law and their employment relationship.

Platform workers may face difficulties when their legal status is unclear or when they are treated as self-employed.

The ILO has highlighted social-protection gaps affecting workers in new forms of employment, including workers on digital platforms.

Influence on Gig and Platform Worker Rights Debate

The investigations into Amazon warehouse working conditions are important not only for warehouse workers but also for gig and platform workers. They show how technology is changing the way workers are managed, monitored and evaluated. Research by Vallas, Johnston and Mommadova (2022), based on interviews with 46 Amazon warehouse workers, found that technology and performance monitoring are important parts of labour control at Amazon.[3] Similarly, Nataraj, Taylor and Briken (2025) studied Indian e-commerce warehouses and found that digital systems such as barcode systems, QR codes and software are used to organise and monitor workers.[4] These systems work along with human supervisors and can sometimes increase work pressure. These findings are useful for understanding gig and platform work because apps and algorithms can also assign work, monitor workers and evaluate their performance.

Technology Should Support Human Supervision

Technology can make work faster and easier, but it should not completely replace human supervision. Research by Nataraj, Taylor and Briken (2025) show that digital systems in warehouses are used together with human supervisors.[5]

This is also important for gig workers. An algorithm can record how quickly a worker completes a task, but it may not understand the real reason for a delay. For example, a worker may be injured, face unsafe working conditions or have a genuine problem while completing the task. Therefore, workers should have an opportunity to explain such situations to a human supervisor.

Effect of Algorithmic Management on Worker Freedom

Algorithmic management means using computer systems or algorithms to assign, monitor and evaluate workers. Rani and Furrer (2021) studied 675 workers using digital platforms in 27 developing countries.[6] Their research found that algorithms can affect the work given to workers, their earnings and their working time.

A similar issue can be seen in Amazon warehouses, where workers may be continuously monitored according to productivity targets. This can reduce their freedom to decide how quickly they can work. The 2024 U.S. Senate HELP Committee investigation also raised concerns about productivity requirements and injuries at Amazon warehouses.

For gig workers, a person may have the freedom to choose when to work, but the platform can still influence which tasks they receive, how much they earn and how they are evaluated. Therefore, digital flexibility does not always mean complete freedom for workers.

Need for Transparency in Performance Decisions

Workers should understand how their performance is measured and how important decisions about them are made. Rani and Furrer (2021) explain that algorithms can influence the work available to platform workers and their earnings.[7] Workers may not always know how they are monitored or how decisions affecting their work are made.

Therefore, the Amazon case supports the need for clear performance rules, transparency and human review when technology makes important decisions about workers.

Social-Security Protection for Non-Traditional Workers

Gig and platform workers often work differently from traditional employees. Because of this, they may not always receive the same social-security benefits.

Workers should have access to basic protection even when their work arrangement is different.

This is also connected with Amazon warehouse work because warehouse workers may face physical injuries and other workplace risks. Platform workers may face different risks, such as road accidents, unstable income and lack of work-related protection.

So, the main issue should not only be whether a person is called an employee, gig worker or platform worker. It should also be whether the person receives basic protection such as social security, accident protection and other important benefits.

Occupational Safety for Different Forms of Work

The Amazon investigations show why workplace safety is important in technology-based work. In December 2024, OSHA reached a corporate-wide settlement with Amazon after inspections of several Amazon facilities. The settlement focused on ergonomic risks and required Amazon to take measures to address these risks.

The U.S. Senate HELP Committee also investigated Amazon’s warehouse working conditions and raised concerns about productivity requirements and worker injuries. These findings should be understood as the Committee’s investigation, while Amazon has also given its own response about its safety practices.

Platform workers can face different safety risks. For example, delivery workers may face traffic accidents, bad weather, fatigue and pressure to complete deliveries quickly.

Therefore, safety protection should be based on the actual risks of the work, whether the worker is working in a warehouse, driving for a platform or doing another type of gig work.

Need for Grievance and Dispute-Resolution Systems

Workers should have a proper way to complain when they face problems at work or when a technology-based decision affects them unfairly. Workers should also have an opportunity to explain their side before an important decision is made. The 2024 OSHA-Amazon settlement included ways for Amazon employees to report ergonomic concerns, including anonymous reporting. It also included a process for resolving disputes about ergonomic hazards.

This idea is also important for gig and platform workers. If an algorithm gives a worker a low rating, reduces their work or blocks their account, the worker should have a way to question the decision and request human review.

Indian Labour Law Perspective

The Amazon warehouse case is also important from the Indian labour-law point of view. Amazon warehouses use technology, digital systems and performance targets to manage workers. A study by Nataraj, Taylor and Briken (2025) found that e-commerce warehouses in India, including Amazon and Flipkart, use digital systems to organise and monitor workers.[8] It is also found issues such as high work pressure, increased workload and job insecurity. These issues are important because similar technology is also used in gig and platform work.

Code on Social Security, 2020

The Code on Social Security, 2020 is important for gig and platform workers. It officially recognises these workers under Indian labour law. A gig worker generally works outside the normal employer–employee relationship, while a platform worker gets work through an online platform.

This is different from traditional warehouse employment, where workers usually work at a fixed place and under the control of an organisation. Platform workers may instead receive work through an app or digital platform.

The Code provides for social-security schemes for gig and platform workers. These can include accident insurance, life and disability cover, health benefits and old-age protection. It also provides for contributions from certain aggregators towards social-security schemes.

For Amazon Warehouse case workers may face injuries, heavy workload and work pressure, while platform workers may face accidents, income insecurity and pressure from app-based systems. Although their work is different, both groups need proper protection.

Traditional Employment and Gig/Platform Work

There is a clear difference between traditional warehouse work and gig/platform work. Warehouse workers usually work at a fixed location and follow workplace rules. Platform workers may work in different places and receive instructions through an app.

Technology is common in both forms of work. In Amazon warehouses, digital systems can track the work and performance of workers. In platform work, apps and algorithms can assign tasks, monitor performance and affect ratings or incentives.

A study by Vallas, Johnston and Mommadova (2022), titled “Prime Suspect: Mechanisms of Labor Control at Amazon’s Warehouses,” also examined how Amazon controls and manages warehouse workers.[9] The researchers interviewed 46 Amazon warehouse workers.

Therefore, the Amazon case is not only about physical working conditions. It also shows how technology can change the way workers are managed.

Social-Security Coverage

Social security is an important issue for gig and platform workers because they may not receive protection in the same way as traditional employees.

The Social Security Code provides a system for registering gig and platform workers and creating social-security schemes for them. It also provides for contributions by certain aggregators.

This is important in the Amazon case because workers who face workplace injuries or other work-related problems need proper support. Similarly, platform workers may need support when they face accidents, loss of income or other work-related difficulties.

Therefore, social security should not depend only on whether a worker has a traditional employer. New forms of work also require suitable social-security protection.

Occupational Safety and Working Conditions

The Occupational Safety, Health and Working Conditions Code, 2020 (OSH Code) is relevant to the Amazon warehouse case because it deals with workplace safety, health and working conditions.

The Amazon investigations discussed in this research raised concerns about work pressure, physical workload, repetitive work and injuries. These problems show that workplace safety should not be considered separately from productivity targets.

The Indian e-commerce warehouse study by Nataraj, Taylor and Briken also found that digital systems and performance monitoring can increase pressure on workers.

Therefore, occupational safety should include not only safe equipment and working conditions but also the way work is organised. Workers should not be placed under excessive pressure simply to meet productivity targets.

The position of gig and platform workers is more complicated because they may not work at a fixed establishment like warehouse workers. This creates questions about how occupational-safety protections should apply to workers who work through digital platforms.

Registration and Welfare

Registration is important because simply recognising a worker under the law does not automatically provide benefits. The Social Security Code provides for registration of eligible gig and platform workers.

The Government has also developed the e-Shram portal for registration of unorganised workers, including gig and platform workers.

This is important because registered workers can be connected with welfare and social-security schemes. For the Amazon case, it also shows that worker protection should not stop after an investigation. There should be proper systems through which workers can receive benefits and raise complaints about working conditions.

Challenges for Non-Traditional Workers

There are still some challenges in protecting gig and platform workers.

There can be a gap between legal recognition and actual benefits.

A worker may be covered by a legal definition but still need registration and access to a particular scheme.

It can be difficult to decide who is responsible for the worker’s protection.

In traditional employment, the employer is usually clear.

In platform work, responsibility may involve the platform, an intermediary and the worker.

Technology creates new problems.

Amazon warehouse research shows that digital systems can be used to monitor worker performance.

Similar systems in platform work can affect task allocation, ratings and incentives.

Therefore, labour laws need to consider both physical working conditions and technology-based control.

Connection with the Amazon Case

The Amazon warehouse case is important because it connects traditional employment with the growing platform economy. The investigations highlight issues such as work pressure, worker safety, productivity targets and digital monitoring.

The Code on Social Security, 2020 provides a legal framework for social-security protection of gig and platform workers, while the OSH Code, 2020 focuses on occupational safety and working conditions.

Suggestions and Recommendations

Based on the Amazon warehouse investigation and research on algorithmic management and platform work, some steps can be taken to improve worker’s safety and rights. They should also know what information is collected and how it is used. The ILO explains that algorithmic management can be used to organize, assign, monitor and evaluate workers. So, companies should make these systems more transparent.

Clear Explanation of Productivity and Performance Decisions

Workers should be given a clear reason when an automated system affects their performance rating, productivity or access to work. The investigations into Amazon warehouses show that outside inspections can help to identify workplace risks and encourage corrective action.

Conclusion

The Amazon warehouse case shows how the growth of e-commerce has changed the way people work today. The investigations into amazon warehouses have raise concerns about worker safety, heavy physical work, injuries, work pressure and productivity targets. At the same time, technology is now widely used to monitor and measure workers’ performance. These technologies can help companies work more efficiently, but continuous monitoring and strict targets may also put extra pressure on workers.

These concerns are also connected with the growing gig and platform economy, where technology and algorithms are used to assign, monitor and evaluate work. Warehouse workers and gig workers may have different types of jobs, but both can face problems related to work pressure, safety, income security and social protection. Therefore, as technology continues to change the nature of work, labour laws and social-security systems should also develop to provide suitable protection to workers in both traditional and technology-based jobs.

References

Government of India. The Code on Social Security, 2020.
https://www.indiacode.nic.in/bitstream/123456789/16823/1/aA2020-36.pdf

Government of India. The Occupational, Safety, Health and Working Conditions Code, 2020.

US Department of Labor announces settlement with Amazon requiring corporate-wide ergonomic measures at facilities across the country.
https://www.osha.gov/news/newsreleases/osha-national-news-release/20241219

Prime Suspect: Mechanisms of Labor Control at Amazon’s Warehouses.
Steven P.
