Why the Case Matters

The petitioners have argued that the absence of a specific exemption for journalistic activity could make it difficult for news organisations to investigate matters involving personal information. They contend that obligations concerning consent, retention and erasure of data may interfere with the timely publication of news, while certain government powers could create concerns about confidential sources and access to information.

The Bench declined to grant an immediate stay without hearing the Union government. The matter has reportedly been listed for further hearing on 17 November 2026, along with other pending challenges concerning the data protection framework.

The proceedings bring into focus a difficult constitutional question: how should Indian law reconcile an individual’s fundamental right to privacy with the freedom of the press and the public interest in investigative journalism?

The answer cannot be found by treating either right as absolute. Privacy deserves meaningful protection, but the law must also preserve the ability of journalists to investigate wrongdoing, report matters of public importance and hold public institutions accountable.

Digital News Publishers Challenge the Data Protection Law: Case Details

The matter is titled Digital News Publishers Association and Another v. Union of India and is reported to carry Diary No. 45589/2026. The petition has been brought under Article 32 of the Constitution of India, which permits individuals and organisations to approach the Supreme Court for the enforcement of fundamental rights.

According to reports of the hearing on 27 October 2026, the matter was heard by a Bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V. Mohana. Senior Advocate Madhavi Goradia Divan appeared for the petitioners.

The reported procedural developments are as follows:

The Supreme Court issued notice to the Union government on the petition challenging provisions of the DPDP Act and the 2025 Rules.

Notice was also issued on the petitioners’ application seeking interim relief.

The Court declined to grant an ex parte stay before hearing the other side.

The matter was listed for further consideration on 17 November 2026, alongside other pending challenges.

The significance of the proceedings must be understood in its proper procedural context. Issuing notice means that the Court has called upon the respondents to answer the challenge. It does not mean that the Court has accepted the petitioners’ arguments or reached a conclusion on the constitutionality of the legislation.

Likewise, declining to grant an immediate stay without hearing the Union government is not a final ruling in favour of the legislation. The question of interim relief may be considered further after the parties have had an opportunity to present their positions.

As the reported proceedings stand, no provision should be treated as having been struck down or suspended merely because the Supreme Court has issued notice.

Background to the Digital Personal Data Protection Act, 2023

The Digital Personal Data Protection Act, 2023, was enacted to establish a statutory framework governing the processing of digital personal data. It received Presidential assent on 11 August 2023.

The Digital Personal Data Protection Rules, 2025, were subsequently notified by the Ministry of Electronics and Information Technology on 13 November 2025.

The legislation seeks to recognise two interests that are increasingly important in a digital society: an individual’s right to protect personal data and the need to process such data for lawful purposes.

The Act establishes obligations for Data Fiduciaries, recognises rights for Data Principals and creates a Data Protection Board of India to perform functions assigned under the legislation.

However, the Act’s commencement is staggered. Certain provisions came into force upon notification in November 2025, while several substantive obligations are scheduled to commence later. Under the notified timeline, many of the principal obligations are scheduled to take effect after eighteen months, in May 2027.

This phased implementation is relevant to the present challenge. The litigation may help clarify the legal position before the full set of substantive obligations becomes operational.

The dispute is not simply about whether India should protect personal data. That objective has a strong constitutional foundation. The controversy concerns the scope of the law, the exemptions it provides and the extent to which its requirements can be applied to journalistic activity without disproportionately interfering with freedom of speech and expression.

Who Has Filed the Petition?

The Digital News Publishers Association represents the digital operations of several established news organisations. Reports identify 21 news organisations among its membership, including organisations associated with Network18, NDTV, The Indian Express, The Hindu, India Today, Times Internet and Zee Media.

An independent investigative journalist, Yukta Mudgal, is also reported to be a petitioner.

The challenge is significant because digital journalism increasingly depends on collecting, analysing, preserving and publishing information about individuals, businesses and public authorities.

A news report may contain personal information about a public official, a corporate executive, a person involved in alleged misconduct or an individual whose actions have become relevant to a public controversy. Such information may be necessary to establish the facts, explain a public issue or expose wrongdoing.

The petitioners’ concern is that a general data protection framework, if applied without sufficient accommodation for journalism, could impose obligations that are difficult to reconcile with the practical demands of reporting.

They have also reportedly questioned the government’s failure to introduce a specific statutory exemption for journalistic activity despite representations made to the relevant ministries.

These are the petitioners’ contentions. Their legal merit will have to be assessed by the Court in light of the statutory text, the Constitution and the government’s response.

4. Which Provisions of the DPDP Act and Rules Are Under Challenge?

Reports of the petition identify the following provisions as being challenged:

Provision

Broad Subject

Principal Concern Raised

Section 7

Certain legitimate uses of personal data

How the permitted grounds for processing operate in the journalistic context

Section 17(2)

Exemptions under the Act

Whether the statutory exemptions adequately accommodate journalism

Sections 18 and 19

Establishment and composition of the Data Protection Board

Independence and institutional design

Section 27

Functions and powers of the Board

Regulatory and adjudicatory authority

Section 29

Appeals against Board decisions

The wider statutory framework for review of decisions

Section 36

Power to call for information

The scope of government information-gathering powers

Section 37

Directions by the Central Government

The reach of executive directions under the Act

Section 44(3)

Amendment to the Right to Information Act, 2005

The revised exemption for personal information

The petition is also reported to challenge Rules 16, 17 and 23 of the Digital Personal Data Protection Rules, 2025.

The precise grounds and reliefs sought in respect of each provision must ultimately be determined from the petition and the pleadings filed before the court. Where the complete petition or signed judicial order is not available, it would be inappropriate to attribute a particular legal argument to a specific provision with absolute certainty.

Nevertheless, the reported challenge raises four broad issues: the absence of a tailored journalistic exemption, the consequences of the amendment to the RTI Act, the scope of government access to information and the institutional independence of the Data Protection Board.

5. The Absence of a Specific Journalistic Exemption

One of the central issues in the case is the absence of an express, tailored exemption for journalistic activity.

Section 17 of the DPDP Act provides exemptions in specified circumstances. These include certain processing connected with the enforcement of legal rights, judicial and regulatory functions, the prevention and investigation of offences, and other purposes recognised by the statute. The Act also provides for exemptions relating to research, archiving and statistical purposes, subject to prescribed conditions.

However, the enacted law does not provide a general, express exemption specifically for journalism.

That omission matters because the collection of personal information is often inseparable from investigative reporting.

Investigative Journalism and Personal Data

Consider a journalist investigating suspected corruption in the award of a public contract. The investigation may require examination of corporate records, financial transactions, communications, property details and information about individuals connected with the contract. Some of that information may be personal data.

If the journalist must obtain consent from the very person whose conduct is being investigated, the investigation could be compromised before it is completed. The subject of the investigation could refuse consent, destroy evidence, influence witnesses or take steps to prevent publication.

Similar difficulties may arise in reporting on conflicts of interest, public procurement, alleged financial irregularities or the conduct of persons exercising public authority.

The petitioners therefore contend that applying general data protection obligations to journalistic processing without a suitable exemption could interfere with the independence and effectiveness of the press.

Balancing Journalism and Personal Privacy

The countervailing concern is equally important. Journalism cannot become a blanket justification for publishing every personal detail about an individual. Private information that has no legitimate connection with a public issue may cause serious and unnecessary harm.

The constitutional question is consequently not whether journalists should be exempt from every obligation. It is whether the law provides a sufficiently clear and proportionate framework for distinguishing legitimate public-interest reporting from unjustified interference with personal privacy.

6. Consent, Erasure and the Risk of Chilling Investigative Journalism

The petitioners reportedly argue that obligations concerning consent and the handling of personal data could be difficult to apply to news reporting.

In ordinary commercial settings, consent may provide a practical basis for processing personal information. Journalism, however, often operates in circumstances where the subject of a report has no incentive to cooperate with the investigation.

A journalist examining the conduct of a public official cannot ordinarily be expected to obtain that official’s permission before collecting relevant information or publishing a properly verified account of matters of public interest.

Nor can every legitimate investigation be postponed until the subject responds to a request for consent.

Data Retention, Erasure and News Archives

The concern extends beyond the initial collection of information. Data protection obligations relating to retention and erasure may also raise questions when personal information forms part of a news archive, an investigative record or evidence supporting an earlier publication.

For example, a report documenting a public controversy may remain relevant years after its publication. If the law is interpreted to require deletion without sufficient regard to the continuing public interest in the record, the resulting consequences could extend beyond privacy protection and affect the integrity of public archives.

How Data Protection Rules May Affect Journalism

The risk is not necessarily that every news organisation will be compelled to stop reporting. Rather, uncertainty about regulatory consequences may encourage publishers to avoid stories involving personal information, even where those stories are legitimate and important.

This is commonly described as a chilling effect.

A sound legal framework should protect individuals from unjustified data processing without creating an environment in which the possibility of regulatory action discourages responsible reporting.

The Court will need to examine the actual statutory requirements, the available exemptions and the safeguards against misuse before determining whether the petitioners’ concerns justify constitutional relief.

7. Freedom of the Press Under Article 19(1)(a)

Article 19(1)(a) of the Constitution guarantees the right to freedom of speech and expression.

Although the Constitution does not separately enumerate a fundamental right called the “freedom of the press”, the Supreme Court has consistently recognised press freedom as an integral aspect of the freedom of speech and expression.

Romesh Thappar Judgment and Press Freedom

In Romesh Thappar v. State of Madras, 1950 SCR 594, the Court recognised the importance of the freedom to circulate ideas. The decision remains an important early authority on the constitutional protection afforded to political communication and the dissemination of information.

A free press serves several democratic functions. It informs citizens, investigates the exercise of public power, provides a platform for debate and helps expose misconduct that might otherwise remain concealed.

The constitutional protection is particularly important where reporting concerns public expenditure, the performance of government institutions, conflicts of interest or alleged abuse of authority.

Reasonable Restrictions on Freedom of the Press

At the same time, freedom of the press is not an unrestricted licence to disregard the rights of others. Article 19(2) permits reasonable restrictions on speech and expression on specified grounds, including defamation, contempt of court, public order and the interests of the sovereignty and integrity of India.

The legal issue in the present case is whether the challenged provisions, viewed in their statutory and regulatory context, impose restrictions or burdens that are constitutionally impermissible when applied to journalistic activity.

A law does not become unconstitutional merely because compliance creates inconvenience. Equally, the fact that a law pursues a legitimate objective does not automatically validate every means adopted to achieve it.

The Court must examine the nature of the obligation, its practical effect, the purpose it serves and the safeguards available against disproportionate interference with constitutionally protected speech.

8. The Right to Privacy and the Puttaswamy Judgment

The constitutional analysis cannot be complete without considering the right to privacy.

In Justice K.S. Puttaswamy (Retd.) v. Union of India, (2017) 10 SCC 1, a nine-judge Bench of the Supreme Court unanimously recognised privacy as a fundamental right protected by the Constitution. The judgment located the right within Article 21 and the broader guarantees of Part III.

Informational Privacy Under the Constitution

Informational privacy forms an important aspect of that right. Individuals have legitimate interests in controlling how information about them is collected, processed, stored and disclosed.

The DPDP Act seeks to establish a statutory framework for protecting such interests in the digital environment.

However, Puttaswamy did not establish that privacy must prevail in every conflict with another fundamental right. Nor does the recognition of privacy mean that information about an individual can never be published without consent.

The constitutional task is to reconcile competing rights and legitimate public interests.

The Proportionality Test and Data Protection

The proportionality framework associated with Puttaswamy requires close examination of the legal basis for a restriction, the legitimacy of its objective and whether the means adopted bear a proportionate relationship to that objective. Appropriate safeguards against abuse are also relevant to the constitutional assessment.

Applied to the present dispute, the question is whether the data protection framework adequately accommodates the legitimate requirements of journalism while continuing to protect individuals against unnecessary or harmful processing of their personal data.

The petitioners may argue that the absence of a journalistic exemption creates an excessive burden on speech and investigative reporting. The Union government may respond that the Act’s existing provisions, exemptions and regulatory framework are sufficient to protect legitimate journalistic activity.

The Court’s task will be to examine those competing positions on their legal merits. The principles laid down in Puttaswamy provide the constitutional framework; they do not, by themselves, predetermine the outcome of this particular challenge.

9. The Amendment to the Right to Information Act

The challenge also raises a significant issue concerning transparency and access to public information.

Section 44(3) of the DPDP Act amended Section 8(1)(j) of the Right to Information Act, 2005. The earlier provision dealt with personal information by reference to its relationship with public activity or interest, the possibility of an unwarranted invasion of privacy and a larger-public-interest justification for disclosure. It also contained a proviso concerning information that could not be denied to Parliament or a State Legislature.

The substituted clause reads:

“information which relates to personal information.”

The change is significant because the earlier, more detailed wording has been replaced by a shorter exemption framed around personal information.

The amendment has prompted concerns that public authorities may have less specific guidance when deciding whether personal information should be disclosed in response to an RTI request.

The Right to Information and Democratic Accountability

The right to information plays an important role in democratic accountability. Journalists, researchers and ordinary citizens rely on public records to examine government decisions, public expenditure, welfare schemes, administrative action and the implementation of statutory obligations.

The petitioners’ broader concern is that the revised exemption may make it more difficult to obtain information that is relevant to public affairs.

Public-Interest Balancing Under Section 8(2)

However, the legal position must be stated accurately. Section 8(2) of the RTI Act continues to provide a general public-interest provision under which a public authority may allow access to information where the public interest in disclosure outweighs the harm to protected interests.

Accordingly, the effect of the amendment must be assessed by examining both the substituted Section 8(1)(j) and the continuing operation of Section 8(2), together with the manner in which public authorities and appellate bodies interpret these provisions.

It would be premature to conclude that the amendment automatically prohibits the disclosure of all personal information or eliminates every form of public-interest balancing.

The issue is whether the amended statutory framework provides an adequate and constitutionally permissible balance between personal privacy and transparency.

10. Government Powers to Require Information

Another area of concern relates to Section 36 of the DPDP Act, which empowers the Central Government to require information from the Data Protection Board, a Data Fiduciary or an intermediary for purposes of the Act.

The petitioners reportedly question the breadth of this power and the safeguards governing its exercise.

Government Information Powers and Journalistic Confidentiality

Their concern is particularly relevant to journalism where records held by a publisher, service provider or intermediary may contain information capable of identifying a confidential source or revealing the direction of an investigation.

Source confidentiality is often essential to investigative reporting. Individuals may be willing to provide evidence of wrongdoing only if their identities can be protected to an appropriate degree. If journalists cannot offer reasonable assurances of confidentiality, information about corruption or misconduct may never reach the public.

The constitutional question is whether the statutory framework contains adequate limits and procedural safeguards to prevent powers intended for legitimate regulatory purposes from being used in ways that unnecessarily interfere with press freedom or expose confidential sources.

Legal Limits and Safeguards Under Sections 36 and 37

Section 36 must, of course, be read according to its actual terms and within the wider legal framework. Its existence does not, by itself, establish that the government can lawfully demand any information for any purpose without limitation.

The scope of the power, its statutory purpose, the applicable Rules and the constitutional standards governing its exercise will all be relevant.

Section 37, which concerns directions by the Central Government in specified circumstances, also forms part of the reported challenge. The precise implications of that provision will depend on the statutory conditions governing the power and the arguments advanced in the proceedings.

The Court will have to distinguish between legitimate regulatory access and an exercise of executive authority that may unjustifiably compromise constitutionally protected activity.

11. Independence of the Data Protection Board

The petitioners reportedly challenge aspects of the institutional design of the Data Protection Board of India, including concerns about its composition and the executive’s role in appointments.

The Board performs functions assigned to it under the DPDP Act. Its decisions may affect the obligations and liabilities of entities processing personal data and the rights of individuals whose data is processed.

Data Protection Board Composition and Executive Influence

Where a statutory body exercises adjudicatory or regulatory powers, questions of independence, fair procedure and appropriate safeguards can assume constitutional importance.

The issue is not resolved simply by describing the Board as executive-dominated. The legal assessment must examine the statute and Rules, the nature of the Board’s functions, its appointment arrangements, the available mechanisms for review and the degree of independence required by the constitutional role it performs.

The petitioners may contend that the institutional arrangements do not provide sufficient protection against executive influence. The Union government may argue that the statutory structure is appropriate for the functions entrusted to the Board.

The Supreme Court will have to assess these competing arguments in light of the governing law and applicable constitutional principles.

12. What Has the Supreme Court Said So Far?

The reported hearing indicates that the Bench was concerned with the need to strike a balance between the rights of news publishers and the privacy interests of ordinary citizens.

According to reports, the Chief Justice observed that media organisations, given their experience in the field, were well placed to suggest practical safeguards against misuse while protecting legitimate journalistic activity.

The reported exchange is important because it highlights the difficulty of resolving the dispute through an absolute choice between press freedom and privacy.

Balancing Press Freedom With Personal Privacy

A system that disregards personal privacy would leave individuals vulnerable to unnecessary exposure, intrusive reporting and misuse of their personal information. Conversely, a system that imposes excessive consent or deletion requirements on journalism could discourage legitimate investigation and publication.

Practical safeguards may therefore form an important part of the debate.

Judicial Observations Versus a Final Judgment

However, observations made during a hearing should not be mistaken for final judicial findings. The Court has not, at this procedural stage, conclusively determined whether the challenged provisions are constitutional or whether a specific journalistic exemption must be introduced.

The precise legal effect of the proceedings must be assessed by reference to the operative judicial order when it becomes available.

13. The Union Government’s Position

At the time of the reported hearing, the Supreme Court had issued notice and called upon the respondents to respond to the challenge. A final assessment of the Union government’s legal position must await its pleadings and submissions.

Possible Government Defence of the DPDP Act

The government may seek to defend the legislation on the ground that the protection of personal data is a legitimate constitutional objective and that the Act provides a general framework for regulating the processing of digital personal data.

It may also rely on the statutory exemptions and permitted grounds for processing, arguing that these provisions provide sufficient flexibility to accommodate legitimate activities.

Another possible argument is that a blanket exemption for journalism could create difficulties in preventing the misuse of personal information under the cover of public-interest reporting.

Importance of the Union Government’s Submissions

These are possible lines of defence, not a substitute for the Union government’s actual submissions. They should not be attributed to the government as formal arguments unless supported by its pleadings or statements before the Court.

The eventual response will be important because it may clarify how the government understands the application of the Act to publishers, journalists and investigative reporting.

14. It supplies part of the constitutional foundation against which restrictions affecting journalistic activity must be assessed.

Other decisions concerning prior restraint, press freedom, access to information, privacy and proportionality may also be relevant, depending on the precise arguments and reliefs placed before the Court.

The application of those authorities to the challenged provisions remains an open question.

15. None can be conclusively answered merely from the fact that the Supreme Court has issued notice.

16. Arguments and Counterarguments: A Balanced Legal Assessment

The petitioners’ case is likely to focus on the practical consequences of applying data protection obligations to journalism without an express exemption.

They may argue that the framework risks creating a chilling effect, compromises the confidentiality of sources, restricts access to information and fails the constitutional test of proportionality when applied to public-interest reporting.

The Union government may contend that the protection of personal data is a legitimate objective, that the statutory framework contains exemptions and permitted grounds for processing, and that a blanket exemption could undermine the privacy rights of individuals.

Both positions raise issues that deserve serious consideration.

The constitutional importance of journalism does not mean that every publication involving personal information is justified. Nor does the importance of privacy mean that every disclosure of personal information is unlawful or that the subject of a report must always be able to prevent publication.

The central task is to identify a legal framework that protects individuals from unjustified intrusion without making legitimate public-interest reporting impracticable.

A proportionate solution may require careful interpretation of the existing law, additional safeguards, a tailored exemption or some combination of these approaches. Whether any such solution is legally available will depend on the statute and the reliefs sought.

The Court must also remain within the limits of its constitutional role. It can interpret legislation, examine its validity and grant appropriate relief, but the precise remedy must follow from the legal findings and the powers available to the Court.

17. None should be treated as a prediction of the Court’s eventual decision.

The Challenged Provisions May Be Upheld

The Court could conclude that the legislation pursues a legitimate objective and that its provisions, read in context, provide an adequate balance between privacy and freedom of expression.

The Provisions May Be Interpreted Narrowly

The Court may consider whether particular provisions can be interpreted in a manner that preserves their constitutional validity while preventing disproportionate interference with legitimate journalistic activity.

Any such interpretation would have to remain consistent with the statutory language and established principles of constitutional adjudication.

Specific Provisions May Be Invalidated

If the Court finds that a particular provision violates the Constitution and cannot be saved through interpretation, it may grant appropriate relief in respect of that provision.

The scope of any relief would depend on the findings made and the grounds established in the proceedings.

Additional Safeguards May Be Considered

The proceedings may lead to consideration of procedural safeguards or other measures designed to protect both privacy and journalistic freedom. The precise form of any such directions would depend on the Court’s assessment of the law and the relief sought.

Interim Relief May Be Reconsidered

The refusal to grant an ex parte stay does not necessarily determine whether interim relief can be granted later. The application may be considered further after the respondents have been heard and the Court has examined the relevant material.

These possibilities illustrate the range of legal outcomes available in principle. A framework that fails to accommodate legitimate journalism could, conversely, make it harder for the public to learn about corruption, misconduct or failures of public administration.

The constitutional objective should be a framework in which privacy is protected without unnecessarily weakening the institutions and practices that make democratic accountability possible.

19. The legal position must be assessed according to the applicable commencement notifications, the text of the Act and Rules, and any operative judicial orders.

It would also be premature to assume that the petitioners’ concerns have been accepted by the Court merely because notice has been issued.

Conclusion: Balancing Privacy and Press Freedom

The challenge brought by the Digital News Publishers Association places an important constitutional issue before the Supreme Court: how can India protect personal data without imposing disproportionate restrictions on the press?

The right to privacy is a fundamental right. The freedom of speech and expression is equally central to constitutional democracy. Responsible journalism depends on the ability to investigate matters of public interest, verify information and publish findings without unnecessary interference. At the same time, the public interest in reporting does not justify every disclosure of private information.

The Court will therefore have to examine the statutory framework as a whole, including its exemptions, regulatory powers, procedural safeguards and relationship with the RTI Act.

The absence of a specific journalistic exemption raises legitimate questions, but the ultimate constitutional assessment must be grounded in the language of the law and its actual operation. Neither the petitioners’ apprehensions nor the government’s legislative objective can substitute for that analysis.

The reported proceedings of 27 October 2026 mark a procedural step in a potentially significant constitutional dispute. The Court has issued notice but has not finally determined the validity of the challenged provisions. The next hearing, listed for 17 November 2026, is expected to provide a further opportunity for the parties to address the issues.

The broader principle is clear: protecting personal privacy and preserving an independent press are both essential to a functioning democracy. The legal challenge is to ensure that the pursuit of one does not impose an unjustified burden on the other.

Need Legal Guidance on Data Protection, Press Freedom or Constitutional Rights?

Legal issues involving data protection, privacy, freedom of speech and constitutional rights require careful legal analysis. The Court issued notice on the petition and the interim application but declined to grant an ex parte stay before hearing the Union government. The challenged provisions should not be treated as suspended unless a subsequent operative order provides otherwise.

2. What Is the Digital News Publishers Association Challenging?

The DNPA and another petitioner are reported to be challenging specified provisions of the Digital Personal Data Protection Act, 2023, and the Digital Personal Data Protection Rules, 2025. Their concerns include the absence of a specific journalistic exemption, the amendment to the RTI Act, government powers to require information and the institutional design of the Data Protection Board.

3. Does the DPDP Act Provide a Specific Exemption for Journalism?

The Act does not contain a general, express exemption specifically for journalistic activity. Section 17 provides exemptions for certain purposes and circumstances, but the extent to which the existing provisions accommodate legitimate journalism is one of the issues raised in the reported challenge.

4. Why Is the RTI Act Amendment Controversial?

Section 44(3) of the DPDP Act substituted Section 8(1)(j) of the RTI Act with the wording “information which relates to personal information.” The earlier provision contained a more detailed test involving public activity or interest, unwarranted invasion of privacy and a larger-public-interest justification. Section 8(2) of the RTI Act continues to provide a general public-interest balancing provision.

5. How Does the Case Relate to Freedom of Speech Under Article 19(1)(a)?

Article 19(1)(a) protects freedom of speech and expression, which includes freedom of the press. The petitioners argue that applying data protection obligations to journalism without a suitable exemption could interfere with investigative reporting and the publication of information in the public interest. The constitutional validity of those arguments remains to be determined.

6. What Role Does the Puttaswamy Judgment Play in the Case?

In Justice K.S. Puttaswamy (Retd.) v. Union of India, (2017) 10 SCC 1, the Supreme Court recognised privacy as a fundamental right. The present dispute concerns how that right should be reconciled with freedom of expression and the public interest in independent journalism.

7.
