You can Send a Registered Post to the Deputy Commissioner of Police of that District under whose jurisdiction that Police Station falls as (par Section 154 (III) of Criminal Procedure Code). DCP is under duty to register the FIR if it discloses the offence.

If still your FIR is not Registered,

You you can then file the complaint before the Metropolitan Magistrate under Section 190 of the Code of Criminal Procedure.

As per the Indian Law refusing to take an FIR is also an offence for which the Police officer is responsible may be charged by court..

It is the legal responsibility of a police officer to register an FIR. When the police officer refuses to enter an FIR, then you have to face many troubles. In this case, you can approach superintendent of police of the involved area that a police officer has refused to register FIR.
