TTR from Delhi asked for bribe

I took a train from Ahmedabad to Delhi. The ticket was to Delhi (Sarai Rohilla railway station) From there I took a bus to New Delhi railway station.

I had to take the metro from there. As took the the over bridge and I am walking to the metro, a TTR asked for the ticket and I showed the ticket to Delhi(sarai station). I even showed the bus ticket that bought me to this railway station.

I have not entered any platform. I want to take the metro and the tickets are only available inside the station. The way to reach the metro is through this bridge. 

He charged me with 500 and let me go if I give him 250 fine with no receipt. What are the possible ways I can stop getting fined and sue him? >:(

if you a govt official asks for bribe you are to lodge a complaint to the grievance cell of that department immediately.

did you do that?

No I did n't.  I was getting late for my train and I did not have time for that.
I would like to know three things.
1. Can he charge me with fine in that case when I was not even in a platform. Heading to the metro on that bridge?
2. If not what am I supposed to do when a similar situation occur again?
3. Can I choose not to pay the fine and move on with out being held there?
