Transfer of contents Bank Locker

My Late Father In Law a doctor was operating a Locker (Single User - Nominee not mentioned) in Federal bank at Raipur.Due to Unforeseen medical conditions he had stroke,was on ventilator for couple of days and subsequently expired in Hospital.My Mother In law and her two kids my wife and 25 yr old son had approached the bank authorities for contents of locker who refused her and said they require succesion certificate from courts.My MIL had approached civil court who passed order that they dont grant succession certificate in locker cases but they had passed order to court that the contents be given to the legal heir my MIL in front of her children.However the Bank refuses to accept that order stating that they specifically want Succession certificate or the contents of the locker will be surrended to the bank.How to proceed further in this case plz.

file in court again on the existing order this time make the bank a party to the case.

judge will than direct the bank to hand over the locker articles
