I want to send a formal notice by register AD  demanding pending rent to my tenant who has not paid since last 4 months.

Earlier he did not acknowledge my email communication and said he did not receive any emails at all!! I give him benefit of doubt for emails!!

Looking at the way things are going I am sure he won’t comply and I might need to seek legal help.  Since the tenant has been giving all excuses and thin lies so far I am sure he might now say letter received (due to register AD acknowledgment) but it was blank, the envelope did not contain anything!! I want to get a witness who will actually see me signing and sending the letter right up to the post office. Can I also mention in the letter heading that this letter is signed and sent in presence of Mr. ABC? Is this technically correct and will it act as a safeguard in case I really knock doors of court.
