What is a valid hindu marraige?

Do we have to have spatpadi meaning seven rounds against fire completed to consider a marraige legal? What if we perofrm 4,5 or 6 rounds? Is that still valid?

Also does the hindu marraige act applies to NRI?

Now we have to say that what is a valid hindu marriage!!! Where is Marriage Registrar and what he is doing? Is he running before hopeless flies??

Anyway, Both parties must be single at the time......,
Either of not a minor, lunatic or have no capacity to understand it,
Both are willing to,
Both are not in Sapinda relationship and or prohibited by any law.
Obviously there are not a sibling to each other.
Presently, Registration is compulsory.

Performing Hindu Rituals for marriage is not necessary these days if a person go for Special Marriage Act.

Both parties must be single at the time of marriage. they must be of sound mind, not lunatic, not a minor. girl must have completed 18 years of age and boy 21 years of age. the relationship between bride and groom is not a prohibited relationship, not sapindas, or siblings and Registration is compulsory. 
Performing Hindu rites and ceremonies is not necessary.
