I live in an apartment in Bangalore. Till recently we did not have any resident with pets. Few months back we had an flat owner coming here with his pet dog. The association was aware of the pet policy : AWBI Pet Dog and Street Dog 20.02.2014 and did not object to the pet being brought in to the apartment complex.

Our complex does not have any kennel or other area earmarked for pets (as we never had one till recently). The pet owner seems very rude and keeps his pet outside the most times (including nights) as his wife deleivered a baby recently.

The problem is the dog keeps barking everytime it sees an unknown face (other flat residents) which is an irritant to all. Also, the owner is very busy ( office work... ) so the pet dog is taken out by his 6 year old son. So, the pet ends up doing loo and passes excreta inside the complex (either in gym or park or at other public places). This has led to our children park and gym being closed. And assocaiation paying cost (afterall our maintenance money) to get the sand at children playing area being replaced.

We have discussed this problem with the owner but he is not ready to listen and has shown the pet policy at us.

In this scenario, what can be done as per the rulebook / law ? Please advise

This is such an insensitive matter. All flat owner has to lodge complaint against him before local police station and corporation. If required may have to file case against him
