illegal cancellation of flat booking by builder

i had booked a flat in noida with some builder in 2011. i have got the copy of allotment letter and receipt of booking amount. somehow i misplaced the agreement letter but builder always keeps one copy so it can be retrieved from there. the project got delayed by three years and construction started in 2014. recently when i called up the builder he said that my booking had been cancelled. when i asked the reason he couldnot give any reason. when i called from some other number pretending somebody else and enquired about the property i came to know that flat was still booked in my name. i feel malacious intention of the builder as the rate of property in that area has doubled.

my query is can he cancel my booking of flat without my consent when i hav already paid him 60 % amount?
and as a grieved consumer what are the legal options available to me against the builder??

any help in this regard will be highly appreciated..

You have no mentioned clearly that whether any agreement for sale has been executed or not. If not, then builder has rights to cancel your allotment and refund the entire money with compensation. Thought here is lots of questions and debates prevails which cannot be said/ explained in written.

But you have all relevant documents in your support then you have a good case.
