FIR necessary for filing DV or a 498a case?

Is FIR necesarry if one wants to file a 498a or a DV case in court?
If not, what can be done to file directly in court for both the case separately?

Dv and 498a are governed by ipc and crpc  a police complaint is must ast the matter comes before court as "state v/s xyz.

To file for dv you need to give complaint in CAW Cell

to file a criminal case in  Court, lodging of a complaint to police is necessary.

Dear Sir,

For DV case, you don't have to file a complaint in the police, you may directly file a petition under domestic violence case before the concerned magistrate court of the said district.

For dowry case, you can file a complaint and it may be registered as FIR and proceed with the case. In case no FIR is registered then you can approach the magistrate court and file an application under section 156 (3) for registration of FIR with the police. This application will be filed in the court only if police fails to register any FIR and take any action on the complaint filed before the police.
