Rights of Land owners in pagadi redevelopment

We purchased a piece of land in 1996 (we also have the conveyance), a part of which was already leased to someone. The lessee constructed a pagadi structure and rented it out to tenants. This lease was a stipulated period lease and the extension rights (reversionary rights) are with us. Before the lease expired (ie on 31 Jan 2016) the lessee sold the lease rights to a builder. The builder does not agree to fulfill our demands. He has already managed to secure consent from his tenants. What are our rights as landowners? Can the builder take support of tenants and bypass us?

He is also instigating the tenants saying that redevelopment work cannot happen as we are asking for too much where as the fact is that we are asking only what is the fair market value. The builder also has support of local politicians and they intend to pressurise us to negotiate by creating pressure of tenants on us. We also hear that the tenants plan to mob us.

Please help us. What are our rights?

Please serve a notice of one month to the lessee and immediately file a suit for eviction and injunction

But now that a structure has been erected and occupied by tenants, who will get the landlordship rights of that structure? will they go to the lessee or the landowners?

Can he take a stand based on the Imla-Malak Rights (Property Structure Rights) that he has?
