Should my friend move to chc?

My friend lodged a police complaint through email against some criminals in his locality. Most of the criminals work in the West Bengal Civic Police Volunteer Force. They are backed by a local political leader. Their families lodged five written false counter complaints against my friend. The cops have not taken any action on either side's complaint(s). My friend is thinking about moving to Calcutta High Court. Is this the right step?

If you feel that your opponents are powerful because of a political party backing.

Than use your brain, join that political party and defuse their power.

To make a proper police complaint u need to visit the police station lodge a written complaint and take a receiving.

Thank you for your reply. The problem is if my friend goes to a police station to file a written complaint,  the corrupt officers will alert the criminals and they will file false counter complaints.

I understand that an FIR and a complaint are two different things but, can the cops just ignore a complaint even if it is sent through email? If there is no value of a complaint sent through email what is the point of keeping email addresses on the police website? Isn't this police inaction?
