What should be my basic salary as per present rules

Respected Sir

I am working in limited company as off role staff , but my salary has been receiving from outsourced private consultancy.

My total CTC is Rs 16,584.00/ and after deduction i have received 15117/-.

Recently we have moved to another outsource team and they have reduced our  basic pay into 4,800/-. previously it was 6500/-.Due to this my PF contribution also decreased.  I have not received any propers response from concern team .   So request to pls help to know what should be my basic salary if my CTC is 16584/- and take home is 15117/-
