registered partition deed - clause

Hello
I am a divorced woman. Only daughter of my beloved late father.
Mutual Partition (registered) deed between widowed mother, elder brother and myself(only daughter, only sister)has been accomplished in a metropolitan city in India for a joint house belonging to my dead father.
One clause in the deed was - my brother will do a separate exit entrance within July 2016.
He has not done anything yet.
Plus continues to create hardships for me to go there and live even few days. Even asks me to leave and compelled me to leave
within a certain date to achieve his vacation needs.My mother ( though gets hefty pension and not dependant on him) always is in his favor.
My brothers- wife is a dangerously abusive filthy woman who is the mastermind behind everything.
So separate exit entrance is mandatory. There is a long background to this.
question:
1. please advise how i can achieve this. Mutual talks do not work with him and my mother anymore. Can i send a legal notice first. What should be the language of that legal notice.
2. Can i file a case to achieve the registererd partition deed agreement clause that he was supposed to make this separate exit entrance by July 2016? Please let me know what case that would be and how long such cases can take in India, and approx. how expensive.

Ans:There is no need of legal notice. Simply lodge a written complaint before the local police station and then file a civil suit for declaration and permanent injunction valued at Rs.200/-

Ans: I have answered above. Regarding expenses it varies from lawyer to lawyer.
