Parking space in apartment for flat owner

Dear Experts,
I own a flat in one of project in Pune, purchased this flat in year 2013 during under construction and got possession in April 2016, while purchasing it I didn't purchase parking space due to budget issue but did mentioned to builder that I will buy parking (shed parking /garage parking) at the time of possession and he agreed for that ( verbally)
following up with builder since April 2016 for this parking space purchase but he is giving excuses that he will handover parking to those flat owners first who had bought it earlier then if parking space remain balance then he will consider me. I suspect that there are less parking spaces available than no. of flats.
I need advise on, whether builder can deny to provide parking space to flat owner if he didn't buy it during flat purchase ?
does builder obligate to provide no. of parking spaces equal or more than no. of flats in apartment ?
If builder keep less parking spaces than available flats what action can be taken against builder ?

Ans: Yes, you should have executed one agreement of sale in respect of garage by payment of token money

does builder obligate to provide no. of parking spaces equal or more than no. of flats in apartment ?
Ans: NO

If builder keep less parking spaces than available flats what action can be taken against builder ?
Ans: It is obvious that one builder cannot provide garage equals to numbers of flats. He has to construct multistoried building with garage facilities (if any) as per the sanctioned plan. Beyond that he cannot do anything. There is no deficiency of service on the part of the developer.
