Cancellation of registered sale deed

hi,
I have bought a flat in Nov 2014 and have paid 50% amount based on the registered agreement value. The builder was supposed to give me the possession by May 2015, which did not happen. Its more than 3 years now that there is no progress on the completion of the building. Now I want to cancel this registered sale deed and get my money back. The builder is ready for cancellation as well as ready to pay the amount what I had paid along with some interest. He also has another buyer who has shown interest in buying this property (my flat) and pay me that amount what I had paid to the builder along with some interest. my questions are
 1) Is the cancellation sale deed that was registered 3 years ago is possible?
 2) Is it better to cancel the registered sale deed or get into a new sale deed with the new buyer?
 3) If cancellation is the way to go, what is the process/procedure that I need to follow?
 4) Can we register the cancellation deed also I we go ahead with cancellation?

Dear Sir,

Rather than getting into these technicalities, please take your money with interest and invest somewhere else. If the builder is ready to return you the money with interest. You must have booked the flat and now the builder is ready to return the money after cancellation of allotment, please take the money with interest.
