Damaged bike while transporting

So I recently hired a transport services company to move my bike form Bengaluru to a district in Telangana. I paid the guy Rs. 3000 for the transport and an additional Rs. 5500 as transport insurance.

Firstly, he didnt even deliver it to the promised location. Rather, he asked me to come 16kms away to take my bike. When I collected my bike, it was badly damaged. Broken headlights, broken rim, handle bar was bent etc. It seems like when he rode the bike from my house in B'luru to his godown, he may have fallen. Either way, he was the one responsible for the damage.

I gave the bike to the service centre and its gonna cost me close to Rs. 20,000 to get it repaired. I have decided to pay and get it serviced.

The transport guy is screwing around saying hell not pay the full etc. I have sent an email and called him multiple times. I'm even prepared to go to court over this.

My question is should I send him a legal notice first? Or should I directly approach the district consumer forum? Are they scared of legal notices from lawyers that they will cough up the money?

you have to send a legal Notice thats mandatory, sometimes legal Notice is Sufficient to get things done
